Syrian Plan to Reach Haifa
Aborted by Circumstances: Assad

TUNIS (ZINS) — Syrian
President Hafez Assad was
quoted in a Lebanese paper,
Al Tsiyad, as saying the
Syrian army, failed to reach
Haifa, as planned, because
certain military operations
misfired.
Assad said that the Syrian
attack was mounted with
2,500 tanks, thousands of ar-
tillery, hundreds of aircraft
and tens of thousands of in-
fantry. The fighting, said
Assad, was cruel, the objec-
tive being to demolish the
myth of Israel's invincibility.
Assad conceded that Syrian
tank hisses were 1,200 as
against 900 for Israel. The
Israelis were able to capture
Syrian territory, he said,
thanks to the massive airlift
of equipment received from
the United States; but they
paid a heavy price in blood.

In their exhausted state,
Assad said, the Israelis were
highly vulnerable. But he
claimed the scheduled Syrian
counterattack was aborted
by a cease fire imposed by
foreign powers, thus saving
the Israelis from disaster.
Assad assailed Jordan's
King Hussein for failing to
join in the struggle. Israel,
he argued, could not have
fought a war on three • fronts.
"We missed a great chance
to vanquish the foe," Assad
said, "but that opportunity
will still come."

In an interview in the 'Sun-

day Times the Shah of Iran
is reported as saying that
the Yom Kippur War proved
how senseless it is to -speak
of "secure borders." One
could hardly conceive of a
more formidable boundary
than the Suez Canal, said the
shah, but, that did not pro-
tect Israel from attack.
As a result of the war, he
said, the Arabs redeemed
their honor, while Israel—'so
arrogant in the past"—was
handed a rude shock. The
Iranian head of state de-
clared it was pointless to try
to predict the outcome of the
Geneva peace talks.
any case," the shah added,
"it must be made clear to all
that the sacred shrines" of
Islam cannot remain in Jew-
ish hands."

Ballot Reform
Effort Begun

TEL AVIV (JTA)—A new
movement seeking to trans-
form Israel's electoral sys-
tem so that voters will cast
ballots for individual candi-
dates rather than party lists
was founded this week in Re-
hovot.
The leaders -of the move-
ment, who include such prom-
inent public figures as Res.
Gen. Haim Herzog, former
Deputy Transport Minister
Gad Yaacobi and various sci-
entists and scholars, stressed
its nonparty nature.
T h e founding assembly
took place at the Weizmann
Institute of Science. _
The name selected was
"The Movement for Personal
and Regional. Elections in
Israel," and its stated goal is
to seek change through rele-
vant el e c t i o n bills. The
change would apply to both
national and local elections.
Some legislative initiatives
have already been taken in
this direction, and the hope
expressed by the founders
was that they will be -re-
newed and pressed so that
Israel's next elections will
be held under the new sys-
tem.
