Kissinger Seeking Compromise on Trade Bill; Jackson Firm on Exit Rights

WASHINGTON—At the re-
quest of Secretary of State
Henry Kissinger, two key
senators met with him last
Friday to discuss the pos-
sibility of reaching an agree-
ment on trade concessions
for the Soviet Union, while
taking into account the drive
in Congress to link such con-
cessions to free emigra-
tion of Jews.
But sources said Kissinger
was told by Sens. Henry M.
Jackson and Abraham A.
Ribicoff that they would con-
sider liberalized trade for the
USSR only if Moscow guaran-
teed that the flow of emigres
would continue at a yearly
rate well in excess of the cur-
rent 35,000 a year.
The sources said that a
guaranteed figure as high as
100,000 was mentioned to Kis-
singer as a possibility .
Kissinger sought the meet-
ing in advance of his trip to
the Soviet Union Sunday for
talks with Communist Party
leader Leonid I. Brezhnev
and other Soviet officials.
