Cincinnati Mayor

`Who Is Jew' Demand
by NRP 'a Threat to
World Jewish Unity'

can Jewish Congress leaders
warned here that the Nation-
al Religious Party's demand
for halakhic conversion posed
a major threat to Jewish
unity around the world and
to large-scale immigration
from America.
Mrs. Naomi Levine, exe-
cutive director of the AJC,
said at a panel discussion on
"Who Decides Who Is a
Jew,"_ held at Bar-Ilan Uni-
versity, that the NRP de-
mand can serve only to weak-
en Jewish unity at a time
when it is sorely needed.
It is based, she asserted,
not on halakhic requirements
but on what appears to be
the effort of the Orthodox
rabbinate to obtain a mo-
nopoly on conversions.
Four American Orthodox
members of the university
faculty, Arnold Anker, dean
of the Bar-Ilan Law School,
and professor's Charles Leib-
man, Howard Lewine and
Daniel Elazar differed with
Mrs. Levine, stressing the
danger for Jewish integrity in
"free-for-all" conversions.

Proposed Merger With Libya
Seen as Threat to Tunisian Jews

NEW YORK — Jews in
Tunisia feel that the recent
abortive projected union of
that country with Libya con-
stituted a threat to. their
safety, a report by the Amer-
ican Jewish Committee re-
leased here discloses.
The report, prepared by the
European office of the human
relations agency, declares
that although the merger of
the two countries that was
agreed upon seems to have
fallen through, the mere pros-
pect of the ..plan or the possi-
bility of its future revival is
a menace to the 7,000 Jews
remaining in that North Af-
rican state. The report also
said the 7,000 Tunisian Jews
to have nothing to do
with a state in which .•(Libyan
dictator-Muanirnar) el-Qad-
dafi may have the least thing
to say."
The Libyan ruler has been
the most extreme Arab lead-
er in opposition to making
peace with Israel •and has
continued to call for con-
tinued Arab resistance to the
existence of the Jewish state.
There are no Jewg remaining
in Libya itself.
The American Jewish Com-
mittee report adds that the

Jewish population of Tunisia,

100,000 when the country be-
came independent in 1956,
has steadily dw in dl e d.
"R9ughly half of those who
left emigrated to Israel;
most of the others to France.
Both the United Hebrew Im- -
migrant Aid Society and the
Jewish Agency are permitted
to operate in the country,"
the report stated.
The report estimates that
in 1973, at least 10 per cent
of the Tunisian Jewish popu-
lation left the country. Most
of them were aided by Jew-
ish welfare organizations,

Israeli army is cracking
down on soldiers whose per-
sonal appearance is sloppy.
Henceforth, they will have
to wear •their berets in pub-
lic instead of carrying them
in their shoulder straps as
permitted by an order issued
two years ago.
This is a new emphasis on
discipline which reportedly
has been weakened by the
long period of service since
the October war.
