It is a religious require-
ment to light the candelabrum
in the synagogue before the
congregation arrives to pray.
This is the rule in the text
of Taz. The reason advanced
for this is that the congrega-
tion should be mindful that
the presence of the Almighty
is always in the synagogue.
The Talmud ,(Berakot 6a)
tells us that when 10 men
gather to pray that the Al-
mighty is always there ahead
of them. It generally indi-
cates that the Almighty is
always available to man. He
has only to seek Him out.
