The query arose when two
television interviewers learn-

a retired Federal Bureau of

1972, although it was not re-
ported to the Times until
Feb. 14 of this year.
Meanwhile, the Federal
Bureau of Investigation,
which has yet to make pub-
lic a single page from its
files on the Rosenbergs, is
being challenged by Goldstein
and Prof. Allen Weinstein of
Smith College's history de-
partment.
Goldstein, who was pre-
paring a TV documentary on
the Rosenberg case, and
Prof. Weinstein, who was
preparing a book on the cold
war era,. both sought access
to the files when forma.
Atty. Gen. Elliot L. Richard-
son stated that files compiled
by the Justice Department
and more than 15 years old
be made, available to persons
"engaged in historical re-
search projects."
Richardson said the files
would be subject to deletions
to the minimum extent neces-
sary" to protect names of

informants or otherwise em-
barrass informers, lest, po-
tential informers in the fu-
ture be frightened away.
Goldstein and Prof. Wein-
stein who have been refused
access to that files argue
that the FBI is using this
rationale to withhold more
than is necessary.

The problem with the
Richardson ruling is that
there are no precise guide-
lines specifying the types of
deletions that may be made
in the files. Richard Dennis,
agent in charge of proces-
sing files, said, "We're wait;
