Dr. Miller Heads Presidents Conference NEW YORK—Rabbi Israel Miller has been elected chair- man of the Conference of Presidents of Major Amer- ican Jewish Organizations. Rabbi Miller, who suc- ceeds Jacob Stein, is presi- dent of the American Zionist Federation, vice president for student affairs at Ye- shiva University and rabbi emeritus of the Kingsbridge Heights Jewish Center in the Bronx. The Conference of Presi- dents, composed of 31 nation- al Jewish secular and reli- gious groups comprising the * ajority of American Jews, ded in 1954, serves as a ring house for policy consideration and coopera- tive action in protecting the security of Jews abroad. Its executive director is Yehuda Hellman. Speaking to about 500 gov- ernment, industry, religious, labor and other community leaders Wednesday at a His- tadrut-sponsored dinner hon- oring Gov. William G. Milli- ken, Louis L. Levine gave a brief history of Israel's labor and pioneering organization. Levine is the national chairman of the public serv- ice council for Histadrut and is the industrial commission- er of the New York state la- bor department. "Histadrut made the state of Israel," Levine said. "It has created industry and brought in management, and until today has raised the standard of living of about 500,000 Arabs. He cited some of the re- sults of Histadrut work: • The East Jerusalem Arabs have better working conditions than ever and have been taught how to be "their own man." • Israeli Arabs receive better medical care from Histadrut than do Arabs in Syria, Egypt, Iraq and Saudi Arabia. • Histadrut taught Afri- cans, Asians and South Americans to understand how to get people to work together and to "produce a society where all people are treated equal." Levine said Moslems, Hin- dus and Buddhists have come to Israel secretly to study at Histadrut's Afro-Asian Insti- tute, "where they are not proselytized." Another important function of Histadrut, Levine said, is that it sends out advisers to underdeveloped countries to give leaders an economic un- derstanding, without imperi- alism as a motive. "That is not the way of Israel," Le- vine said. Myra Wolfgang, secretary- treasurer of the hotel and restaurant employes union, appealed for support, for His- tadrut vocational schools, medical .centers, homes for the aged and the Afro-Asian Institute, which will benefit from the dinner's proceeds. Gov. Milliken, who re- ceived a menora in apprecia- tion "for his outstanding ded- ication to humanitarian causes," said it was his "fond hope to go to Israel, to get to know this country and to visit the Afro-Asian Institute and see the work there." Morris Lieberman, chair- man of the Israel Histadrut campaign of Detroit, made the presentation. Detroit May- or Coleman Young sent greet- ings. Rev.
