Soviet Jew Gets 2 Years in Jail

NEW YORK (JTA)—Mark
Lutskier, a 24-year-old mathe-
matics student from Kiev,
has been sentenced to two

evasion as a result of his
attempts to obtain an exit
visa, the Student Struggle for
Soviet Jewry reported.
The SSSJ said it learned
from a telephone call to Kiev
that Lutskier was expelled
from Veronesh UniverSity in
the Ukraine when he applied
for a character reference,
the first step in the visa
process.
He left Kiev for Kutaisi in
Soviet Georgia to apply for
a visa there, inasmuch as
visas are more readily grant-
ed to Georgian Jews, the
SSSJ said. But Soviet authori-
ties sent him a draft notice.
His efforts to appeal the
notice led to his recent trial

Sen. John V. Tunney (D.,
Calif.), in letters to President
Nixon and Communist Party
Chairman Leonid Brezhnev,
has urged that Boris Ruben-
stein be allowed to emigrate
from. Russia to Israel.
Rubenstein, a physicist,
has been denied a visa on
several occasions since he
first applied to emigrate with
his wife and child.
The Rubenstein family is
also on a list which has been
presented to Secretary of
State Henry Kissinger so that
he could appeal to the Soviet
government in their behalf.
The senator announced
that he had been informed
by a constituent that her
cousin, Theodore Kroncher,
and his family of Moscow,
have been allowed to emi-
grate to Israel after appeals
were made by the senator's
office.
Sen. Tunney is a co-sponsor
of the Jackson Amendment
in the Senate.

iean Jewish Congress will
hold its national convention
next month in two hotels —
the Roosevelt in New York
City and the King David in
Jerusalem..
From Feb. 16 to 18, some
500 convention delegates from
throughout the United States
will gather in New York for
the AJC's biennial policy-
setting meeting and election.
More than 100 delegates
then will board an El Al jet
for an eight-day convention
mission to Israel, AJC's first
in Israel.
The organization originally
had planned to convene in
Miami Beach in May. The
date and place were changed
to make possible a convention
mission to Israel, aimed at
demonstrating "our complete
solidarity with the people of
Israel at this critical moment
in their—and our—history.'
