Turks in Terror Ring Cracked by French

PARIS (JTA)—French po-
lice said Wednesday that
they have broken up a Pales-
tinian terrorist ring head-
quartered in France that was
preparing a major operation
in Europe using Turkish mili-
tants for the first time.
Thirteen men, 10 of them
Turks, were arrested within
the last week for stockpiling
arms and explosives, three of
the men, one of whom has
been identified as Palestinian,
were arrested on Dec. 19 at
the French-Italian border
town, Mondane, in a car
which police sources said was
used to transport arms to a
villa in a southern suburb of
Paris.
A day later, 10 Turks who
said they were working in
cooperation with the Popular
Front for the Liberation of
Palestine (PFLP) were ar-
rested in the villa where the
police discovered 44 pounds
of plastic explosives, detona-
tors, grenades, machine guns,
small arms, book bombs and
numerous false identity pa-
pers.

France Says She
Will Recognize a
Palestinian State

PARIS (ZINS)—According
to informed sources, the
French government will give
serious consideration to
granting diplomatic recogni-
tion to a Palestinian state to
be created out of the prov-
inces of Judea and Shomron
and be ruled by leaders of
the terrorist organizations.
The news was officially
communicated to Israel's
Ambassador Asher Ben Nat-
an by the French foreign
minister, Michel Jobert.
Ambassador Ben Natan ex-
pressed strong opposition to
French Middle East policy in
general, and warned that a
decision to recognize a new
Palestinian state would be
regarded by Israel as a fur-
ther move toward a total sol-
idarity of France with the
Arab cause.
The French are convinced,
however, that their decision
to recognize a Palestinian
state will be emulated by the
remaining eight nations of
the Eurdpean Economic Com-
munity, who now feel the
pinch of the Arab oil em-
bargo.
Political observers said
that the French would wel-
come a collapse of the Gen-
eva conference since they
were excluded from taking
any direct part in it.

According to many observ-
ers, the PFLP was responsi-
ble for the recent terrorist
attack at the Rome airport
which claimed 32 lives. The
investigation here was car-
ried out by the "Direction de
la Securite du Territoire",
the French equivalent of the
FBI.

According to Israeli sourc-
es, the DST was put on the
alert by the Israeli Secret
Service, which is said to
have warned French police of
the possible presence in
France of a car carrying
Palestinian terrorists. Police
sources said the villa served
as an arsenal for weapons to
be used in a future Palestin-
ian operation somewhere in
Europe, but most likely not
in France.

These sources pointed out
that it is the first time Turk-
ish militants have partici-
pated in Palestinian actions
outside their own borders.
They recalled that Japanese
militants have already aided

attack on Lod airport.
In Rome Wednesday, heav-
ily armed security forces
were deployed in and around
Ciampino Airport in a sud-
den alert following warnings
of a possible terrorist attack.
Police would not reveal the
source of the warning, which
came little more than a week
after five Palestinian terror-
ists firebombed a Pan Amer-
ican jet at Rome's Fiumicino
Airport, killed 32 persons and
hijacked a Lufthansa jet to
Kuwait.
Ciampino, Rome's second
airport, was surrounded Wed-
nesday morning by armored
cars as police armed with
machineguns spread out
through the terminal build-
ing. People and cars entering
the airport were carefully
searched. A West German
charter flight was delayed in
departing f o r Strasbourg
while its luggage was
searched. Police said nothing
was found.

JERUSALEM—There'll be
no centerfold distractions for

thanks to the Union of Im-
migrant Rabbis of Western
Countries.

The union objected to plans
by U.S. Ambassador Kenneth
B. Keating and the wife of
Israeli President Ephraim
Katzir to distribute 3,000 cop-
ies of Playboy magazine to
Israeli servicemen. Mrs. Kat-
zir had enlisted the aid of
Keating to get the magazines,
and he contacted friends in
Chicago, , home of Playboy
publisher Hugh Hefner.
Now Mrs. Katzir has back-
ed down.
Rabbi Alexander Carle-
bach, chairman of the union,
in a cable to Mrs. Katzir, re-
ferred to the magazine as
"literature which cheapened
women's dignity. This is not
the appropriate gift for Jew-
ish soldiers on Hanuka, the
festival which commemor-
ates Jewish triumph over
Heathen practices."

Talmud Law Applies
to Watergate Issue

NEW YORK (JTA) — A
Jewish scholar has reported
that his findings on the appli-
cability of Jewish religious
law to the Watergate scandal
indicate that President Nix-
on must obey the courts, sub-
mit himself to judgment and
testimony and accept the re-
sponsibility for the acts of
his advisors.
Dr. Norman Lamm, pro-
fessor of Jewish philosophy
at Yeshiva University, re-
ported, in Sh'ma, a journal of
Jewish responsibility, that he
had examined the Talmud
and the Jewish Scriptures for
guidance in the Watergate
problem.
He wrote that "the Tal-
mudic sages teach us that in
a healthy society, the execu-
tive is not above the law. The
chief magistrate of the land
must honor a summons to
trial and must offer testimony
upon the order of the courts."
