portant political significance
was seen in President An-
war Sadat's firing of the
Egyptian Army Chief of Staff
Lt. Gen. Saadeddin Shazli
and his replacement by Maj.
Gen. Mohammed Gemassi,
the chief Egyptian negotiator
at the Kilometer 101 cease
fire talks.
The major reshuffling of
the Egyptian high command
which included the firings of
the commanders of the sec-
ond and third armies, was
viewed in Israeli circles as
an important victory for
President Sadat and his
policy of negotiation.
The dismissals of Shazli
and of Maj. Gens, Abbel
Moneim Khalil and Abdel
Moneim Wasel, commanders
of the second and third
armies respectively, was mo-
tivated primarily by the
"military mistakes" that al-
lowed an Israeli task force
to punch a hole through
Egyptian lines and establish
a salient on the west bank of
the Suez Canal during the
second week of the Yom Kip-
pur War.

Secretary of State Henry
Kissinger has said the United
States is prepared to guar-
antee Israel's security follow-
ing a withdrawal from the
occupied Arab territories.
Herut leader Menahem Be-
gin, in an address to the
Knesset, said: "Following
the Sinai Campaign of 1956,
Israel was compelled to with-
draw from the Gaza Strip.
The American government
gave us — among other
things — a guarantee that
the Egyptians would not re-
turn to Gaza. However, 24
hours after Israel's with-
drawal, the Egyptians were
back.
"Israel's then-Foreign Min-
ister, Golda Meir, appealed
to U. S. Secretary of State
John Foster Dulles, to make
good on the American pledge.
But Dulles had only this re-
ply: "You're .right. We
promised it. So what? Are
you ready to go to war over
this issue?' "
