Howard Metzenbaum has been named by Ohio Gover- nor John Gilligan to succeed William B. Saxbe as U.S. senator front Ohio. Saxbe's post became available when he was named U.S. attorney general by President Nixon. Metzenbaum lost the race for the Senate by a slim margin in 1970. Jackson Seeks Changed Soviet Emigre Policy WASHINGTON (JTA) — Sen. Henry M. Jackson (D.- Wash.) expressed hope that Soviet authorities would re- consider their emigration practices as a result of the trade and credit barriers erected against it by the House of Representatives. By adopting the measures of Rep. Wilbur Mills (D.- Ark) and Charles A. Vanik (D.-Ohio), Jackson said, "the House affirmed its commit- ment to our deepest values of individual liberty. I hope the loud and clear message of the House will be heard in Moscow and that the Soviet government will come to realize that the American people, above all, are com- mitted to a human detente— to the free movement of men and ideas on which a more stable and lasting peace must be based." A White House spokesman said that President Nixon stands by his Dec. 3 state- ment to House Speaker Carl Albert in which he warned he would veto the Trade Bill as a whole if the MV/J meas- ures remained in it. The Senate will open hear- ings on the trade bill after Congress returns in January from its year end recess. Russell B. Long is the mittee chairman and one or the 77 senatorial sponsors of the Jackson amendment. (Congressmen from Michi- gan who voted to kill the Mills-Vanik proposal were Garry Brown of Kalamazoo, Charles Chamberlain of Jack- Edward Hutchinson of Hills- daye County, Philip Ruppe of the Upper Peninsula and VanderJagt of Muskegon.) (Those who voted against the ban on the trade credits portion of the bill were Cham- berlain, James O'Hara of Mount Clemens, Ruppe and VanderJagt.) So says King David in the Book of Psalms. If so, you ask, let the guard stay at home; if G-d guards the city, the soldier has no need to defend it, and if G-d does not guard it what use is the soldier's efforts? The answer is simple: The Almighty wants the world to be run manifestly in a natural (not miraculous) way. The soldier must defend the city faithfully—and with good weapons. He must make a physi- cal "vessel" or "clothing" in which G-d's blessing can "cloths" and conceal themselves. The soldier presents himself as the "receptable" through which G-d's guardianship becomes implemented. What a tremendous responsibility and honor this is—to be the "agent" of G-d's guarding the Holy Land! TWO KINDS OF WEAPON NEEDED: An army needs weapons to fight. The more sophisticated the weaponry, the more successful the army. In the battles of yesteryear the quantity was what counted— which army had the more soldiers, the more weapons. But in our age we have seen time and again that the decisive strategic factor is quality, the electronic wizardry and sophistication of the missiles etc. The same is true of the soldier himself. Physical strength and prow- ess are no longer as important as training, motivation and morale. Are tanks and planes and guns necessary?—Absolutely! But our soldiers also need the spiritual arms of our ancient heritage—Torah- learning and Mitzvos-observance. THE BATTLE-TESTED WEAPON: No new rifle, machine-gun, mis- sile or tank is sent into battle unless it has been thoroughly tested in a proving-ground. Its effectiveness in theory, "on paper," is not relied upon. It must prove itself in action. How do we know that the teachings of Torah and the observ- ance of the practical Mitzvos are the right kind of "weapon" and the right kind of morale that Jewish fighting-men must have? Because in three thousand years of the proving-grounds and the battle-fields of our history they, and they alone, have effectively maintained the contniued existence of the Jewish People! (Dissident groups century after century, from the very birth of our nation, have suggested "Jewish alternatives." Where are they or their decendants now? Have you met any Jewish Baal-worshippers, Sadducees or Spanish assimilationists lately?)
