Differs From
Europe Policy

NEW YORK — Western
Europeans primarily blame
the Arabs and their own na-
tional leaders for the oil
shortage, reports the Paris
office of the American Jew-
ish Committee. At the same
time, it declares that public
opinion in Western Europe
has not focused on Israel as
a source of its troubles.
The study, released by
Elmer L. Winter, president
of the. AJC, was compiled
from reports by corre-
spondents in Holland, Bel-
gium, Switzerland, West Ger-
many, Denmark, Italy and
Great Britain. It declares
that these observers unani
mously reported that there
have been no anti-Semitic in-
cidents "nor virtually any
anti-Jewish comments to re-
port nor signs of resentment
against Jews arising out of
the oil crisis."
The survey states that
"there is full appreciation
that the Arab states had be-
gun to cut down oil supplies
to the Western world even
before the Yom Kippur War,
while imposing higher prices
so as not to lose any rev-
enue, and that such cuts
would continue even after a
peace settlement."
Public opinion in these
countries, the report con-
tinues, reserves a great deal
of the blame for the crisis on
local governments and poli-
ticians. Among others that
have come in for a share of
the blame in European eyes,
the report continues, have
been the major oil com-
panies.
