The cancellation was pro- posed by Bnai Brith Presi- dent David M. Blumberg and adopted by the organization's international board of gov- ernors at its annual meeting here. Blumberg told the board that prospective delegates "have indicated a strong re- luctance to convene in a country whose government has shown such little regard for Israel's right to live." Instead, the board voted to shift the assembly • to Israel as an expression of soli- darity. The convention, a $2,000,- 000 operation, was expected to draw more than 2,000 dele- gates and guests to Great Britain in mid-November. Blumberg said that the London cancellation "is not meant to be vindictive. We have no quarrel with the fair- minded attitude of the British people." But, he added, reaction in the Jewish community finds that "British government policy, in contrast to British public opinion, dealt a severe blow to Israel and to West- ern unity by yielding to the Arab threat of oil blackmail, while abandoning the Ameri- can effort to resist a Soviet takeover in the Middle East." Bnai Brith had received petition and protests from its members "expressing con- cern that a convention in London might be construed as indifference to the British government's anti - Israel policy," Blumberg said. He said that "angry senti- ments" were directed par- ticularly at the British gov- ernment's unwillingness to provide landing rights to the U. S. military airlift to Is- rael during the hostilities, and to the "one-sided" arms embargo which halted ship- ment of British arms and spare parts "which Israel had bought and paid for." The cancellation was en- dorsed by I. Budd Rockower of Philadelphia, chairman of the convention committee. Rockower said that his com- mittee, which had selected London 21 months ago, was unanimous in support of a shift in the convention site. Similar support came from David Stern of London who, as president of Bnai Brith in Great Britain and Ireland, is a member of the international board. "We're sorry about it," Stern said. The admission came after such a plane was downed last week by Egypt- ian forces. According to the Egyptian announcement an "Israeli spy plane in the southern Suez Canal area was shot down by anti-aircraft fire."
