Ad for Arab 'Orphanage' Leads
to Charge of Fraud Against Attorney

Detroit attorney Abdeen
Jabara, who several times
has accused Israel Bonds
and the Allied Jewish Cam-
paign of collecting money
for Israel as "agents for a
foreign government," has
been accused by a fellow at-
torney of commiting the
crime he wrongly accused
others of doing.

Arthur M. Lang, judge ad-
vocate of the Jewish War
Veterans Department of
Michigan, checked into an
advertisement a p p e a r i n g
earlier this month for the
"United Holy Land Fund,"
10401 Dix, Dearborn 48120.

The ad purported to be
from a 7-year-old Palestinian
named Isam living in an
orphanage in southern Leba-
non. His parents were killed
in "Israeli raids," the ad al-
leged, and Isam said he was
"only one of thousands like
me." When Lang called the

Arab Mobilization Center,
which was accepting checks
at the address listed in the
ad.
The name was not listed
as an assumed name, co-
partnership or corporation.
Neither the corporation di-
vision of Michigan's depart-
ment of commerce nor the
U. S. Internal Revenue Serv-
ice had any record of such
an agency as the United
Holy Land Fund.
Lang wrote Jabara, saying
he had learned that the
latter had inserted and paid
for the advertisement.
"With the above facts,"
Lang wrote Jabara, "I was
convinced that you were re-
sorting to fraudulent misbe-
havior and misconduct. It is
your constitutional preroga-
tive to be pro-Arab and anti-
Israel if you desire. How-
ever, in your zeal you have
violated the law."
According to Michigan sta-
tute, Lang went on, "no
person or persons shall
phone number listed, he
could get no information on
the orphanage, not even its
name and location.
Lang then called the as-

sumed name division of the
carry on or conduct or
transact business in this
state unless he files a certifi-
cate with the clerk of the
county in which business is
conducted. Obviously, you
have failed to comply with
this provision of the law."
He reminded Jabara that
the penalty for such a viola-
tion is a fine of $25 to $100
or imprisonment • up to 30
days.
According to professional
canons governing the legal
profession, Jabara had en-
gaged in fraud, said Lang.
Although it was the latter's
"duty" to file disciplinary
action against Jabara with
the State Bar of Michigan,
Lang said he did not wish to
make a martyr out of Ja-
bara.

However, Lang concluded,
should Jabara ever repeat
this activity, "you will find
me a formidable adversary.
Take my advice and refrain
and desist from such mis-
conduct in the future if you
value your license to prac-
tice law. A further investiga-
tion may disclose that you
are an unregistered agent
for a foreign government."

NY Teachers Union Backs Israel

NEW YORK — The United
Teachers board of directors
unanimously voted a resolu-
tion on support for Israel and
followed'it up with an appeal
to all members to put their
money where it counts.
The resolution cited the
"profound admiration for the
democracy that has been
built in Israel," "the United
States labor movement's fra_
ternal relations with Histrad-
rut," the fact that "Israel is
the most progressive and
humane country in a region
of feudal and military gov-
ernment," and the "grave
threat" to world peace
caused by the Egyptian and
Syrian attacks.
The United Teachers state-
ment called upon the govern-
ment to provide Israel with
nee ,, ssary military materiel
and upon all UFT members
"to give full support (to Is-
rael) to ensure the continued
existence of the democratic
state of Israel."
A fund drive was initiated
on behalf of Israeli hospitals
and clinics via Histadrut.
The UFT was following the
lead of the AFL-CIO, which
approved a contribution of
