SEYMOUR J. GILMAN

served the department of
corrections in a variety of
positions for the past 36
years.
In 1947, Gilman developed
a conservation work pro-
gram for prisoners as a step
toward more humane and
effective treatment. The pro-
gram has grown to 12 mini-
mum security work camps
through which nearly 1,000
men render conservation
service while developing
good work habits in prepara-
tion for their release back
into society.
Gilman was in Israel as a
consultant to the commis-
sioner of prisons and other
high corrections officials.
Since that time, he has pro-
vided advice and materials
for the Israeli corrections
system.
One of the few nonuni-
formed personnel in Michi-
gan to receive the Michigan
State Police Medal for Meri-
torious Service, Gilman for-
merly served as deputy
warden at the State Prison
in Jackson. He hold bache-
lors and masters degrees
from Michigan State Uni-
versity.
He is former chairman of
the standing committee on
camps of the American Cor-
rectional Association and has
taught at Michigan State
University.
Born in Pinsk in 1911, he
is a member of Cong. Beth
Israel in Ann Arbor. He and
his wife have two sons.
