Bargaining
for Life

(Continued from Page 1)
tee from this country to pro-
tect Israel's borders. But it
implies an agreement based
on the pre-June 5, 1967, bor-
ders. It is something Israel
can never agree to because
protection of the old bound-
aries would require an as-
surance of the U. S. army
being sent to the Middle
East. That's something Israel
can not agree to because it
would create another Viet-
nam controversy in this coun-
try, and Israel asks only for
the -ight to protect herself.
matter of fact, the
lat,.c Kissinger statement,
made in Peking, is a reverb-
eration of a Fulbright posi-
tion which the anti-Israel
senator has repeated in the
Senate several times in an
attempt to prove that he is
not Israel's enemy. There-
fore, one must view the new
Kissinger diplomacy as very
dangerous.

There is a sobering in Is-
rael. Euphoria has ended.
Tough bargaining will need
tough negotiators. Abba Eban
and his confreres in the Is-
rael government state blunt-
ly they were misled by
American confidence that a
war was not to break out for
some days after Yom Kip-
pur, but they knew it was
coming. Also: there was the
concern of what an already
unfriendly world would say
if Israel was to launch an
attack on her enemies on the
Day of Atonement. Jews and
Israelis already are relegat-
ed to ignominy in a cruelly
antagonistic international at-
mosphere.

What's left is bargaining
so tough that it will exceed
in required diplomatic skill
the genius of statemanship in
evidence in all of the world's
history.
Israel will be able to grain
a position of security only if
she retains the good will and
friendship of the White
House, the U. S. Congress
and the kinship rooted in sol-
idarity of the entire Jewish
people.

a state of reconstruction."
He emphasized that only doc-
tors and invalids would be
exempted from the decree.
"Not only journalists will

Kennedy, at Weizmann Institute
Dinner, Calls for Support of Israel

NEW YORK (JTA)—Sena-
tor Edward M. Kennedy
declared here that the "full
moral force of the United
States must be exerted in
public and private" to
achieve the immediate re-
lease of all Israeli POWs,
called for an end to the
blockade of Bab el Mandeb
straits by Egypt and pledged
that he and Congress will
support and act swiftly on
the administration's request
for $2,200,000,000 in emer-
gency assistance for Israel.
The Democratic legislator
from Massachusetts received
a standing ovation and fre-
quent and prolonged ap-
plause as he addressed some
1,000 persons at the $500-a-
plate annual Weizmann Din-
ner at the Waldorf Astoria-
held under the auspices of
the American Committee for
the Weizmann Institute of
Science to benefit research
at the Weizmann Institute in
Rehovot.
The dinner honored Morris
L. Levinson for his services
to Israel. Levinson, a mem-
ber of the board of gover-
nors of the Jewish Agency
for Israel and United Jewish
Appeal national campaign
chairman, is the newly elect-
ed president of the American
Committee for the Weizmann
Institute.
Kennedy asserted that the
"American people have not
yielded in the past to de.
mands that they forsake the
cause of Israel and I am
convinced that neither the
sword rattling of the Soviet
Union nor the oil boycott of
the Arab nations will alter
that commitment."
