philosopher of the German Emancipation, which will
be given by Dr. Seymour Siegel, Professor of Theology
at the Jewish Theological Seminary of America.

Dr. Siegel is a noted scholar and writer who contributes
to a wide range of popular and scholarly publications.
He is a Fellow of the Conference on Science,
Philosophy and Religion, one of the editors of the
Board of Governors of the Jewish Publication Society.

WASHINGTON — A state-
ment made in the Senate by
Sen. William Fulbright Nov.
9, charging that the Jackson
Amendment is prejudicial to
Soviet - American relations,
drew an impassioned reply,
the same day, from Senator
Jackson, who stated in part:
"Senator Fulbright has un-
wittingly done a great dis-
service to the cause of free-
dom by implying, as he so
clearly does, that if the
Soviets continue to deny
their citizens the fundamen-
tal right of free emigration,
then the United States Con-
gress will — and should —
grant massive trade conces-
sions to the Soviet Union and
thereby abandon its effort to
bring about a human de-
tente.

Do-It-Yourself Book
for Ritual Observers

PHILADELPHIA (JTA) —

A

do-it-yourself manual for
the observance of Jewish
ritual and for a creative
understanding of the Jewish
way of life, "The Jewish
Catalog," has been compiled
and edited by three members
of Havurat Shalom, the Jew-
ish collective in Somerville,
Mass.
It will be published in
paperback on Nov. 20
by the Jewish Publication
Society. According to the
JPS, the book was conceived
initially as a kind of Jewish
"whole earth" catalog, with
its origins in the Jewish
counter-culture.

"Senator Fulbright's re-
marks constitute an invita-
tion bordering on a challenge
to the Soviet authorities to
escalate repression, harden
their position on issues of
human rights, continue to
abuse the basic rights of
man, and ignore the senti-
ments of an overwhelming
majority in the Congress who
are seeking a genuine, human
detente.
"The objectives of the
Jackson Amendment are not
the unrealistic goals defined
by Senator Fulbright. I have
no illusion that the Congress
of- the United States can
`grant civil liberties to' the
citizens of the Soviet Union.
The Jackson Amendment is
a minimum, indeed a mod-
est, effort to bring about the
implementation of the free-
dom of emigration provision
of the United Nations Declar-
ation of Human Rights.
"I cannot help but wish
that Senator Fulbright would
join in urging the Soviet
authorities to meet a mini-
mum standard of human de-
cency instead of calling upon
the Congress to abandon our
most deeply held beliefs in
human dignity."
