HUBERT HUMPHREY Hart Joins 70 Senators in Resolution Urging Uninterrupted Flow of Phantoms to Israel WASHINGTON — Senators Henry M. Jackson, Hubert H. Humphrey, Abraham Ribi- coff and Jacob K. Javits an- nounced that 67 of their col- leagues — two-thirds of the Senate — joined in the intro- duction of a resolution ur- ging the continued flow of Phantom aircraft and other equipment essential to en- able Israel to defend itself and deter further aggression. The resolution was circu- lated by a bipartisan group of senators which also in- cluded Senators Bill Brock, Edward W. Brooke, James L. Buckley, Frank Church, Robert Dole, Edward J. Gurney, Philin Hart, Gale W. McGee, Walter F. Mon- dale, Gaylord Nelson, Sam Nunn and Herman E. Tal- madge. They pointed out that: "Is- rael refrained from a first strike in order to preserve the cease-fire initiated by our own government. Partially because of this restraint, Is- rael has suffered heavy losses in weapons, most sig- nificantly aircraft." They stressed that: "The Soviet Union is now engaged in a massive airlift of sophis- ticated arms, utilizing huge transport aircraft, to Egypt and Syria. While resupply of Israeli forces i8 under way. it is important that crucial weapons, including Phantom aircraft in adequate num- bers, continue to be sent." The senators expressed confidence that "with timely and adequate resupply, Is- rael can defend itself and bring this war to a speedy canclusion." Meanwhile at the Penta- gon, the Jewish Telegraphic Agency was informed that the U. S. weapons put down in Israel will exceed $2,000,- 000,000 in cost were they to be replaced in U. S. arsenals. However, JTA was told that the actual cost to the U. S. Treasury has not been '1 etermined since it is not yet own how Israel will pay .or the weapons and whether the U. S. will decide to pro- vide some of it to Israel as a grant. Israel has always pur- chased its equipment from the U. S. and is staggering under heavy tax burdens to meet repayment costs. Defending the U. S. re- supply of war material to Israel to offset its losses, Rep. Louis R. Frey (R., Fla.) said "if Israel does not get planes and this at- trition continues there will be no Israel." Frey, who returned to Washington after eight days in Israel in which he visited the fighting zones in the Golan Heights area, said he was to see President Nixon. Challenged by a reporter who suggested that U. S. de- liveries of war materiel to Israel would be putting fuel on the fire" Frey re- plied with some heat: "When you think of resupply it's not pouring fuel on a fire but giving people a right to sur- vive . . . these people have a right to try to survive." Congressman Robert Huber (R., M i c h.) cosponsored legislation for the U. S. to supply war materiel to Is- rael "to try to match, plane for plane, tank for tank, the aid Russia is flying to Egypt and Syria." Rep.
