Tekoah Says Lebanon Continues as Base for Active War against Israel UNITED NATIONS (JTA) — Israeli Ambassador Yosef Tekoah addressed a letter to Secretary General Kurt Wald- heim stating that Lebanon continues to be a base for active warfare against Israel. The letter, dated Oct. 12, but released Monday by the Israel Mission to the UN, stated: the lies of the Russians and Arabs, according to these observers. Meanwhile, the Security Council has still made no moves toward ending the hos- tilities. A UN spokesman reported "Lebanon put into opera- tion radar installations to serve the needs and aims of Syrian aggression against Israel. Systematic attacks against Israeli civilian tar- gets are being launched by terrorist squads from Leba- non in coordination with the Syrian aggression." In an annex to his letter, nah listed 43 terrorist at- 3 from Lebanese soil against civilian localities in Israel from shortly after mid- night Oct. 7 to after midnight Oct. 11. The Israeli envoy warned in his letter that Lebanon "must bear full responsibility for the inevitable conse- quences of its policies, actions and omissions" and that Is- rael "is steadfast in its re- solve to defend itself." In another action Tekoah denounced the impending election of Iraq as one of the five nonpermanent members of the Security Council. Iraq is scheduled for elec- tion to the Security Council replacing India. At the Security Council ses- sion late last Thursday eve- ning, Israeli Foreign Minister Abba Eban disclosed that a Kelt missile aimed at Tel Aviv on Oct. 6 was diverted "only by an act of aerial vir- tuosity" on the part of an Israeli pilot. Eban's and Tekoah's pre- sentations to the council and to the news media have been characterized by many vet- eran observers of the UN scene as the finest in Israel's diplomatic history.
