ISRAELI APPEALS:

Jewish communities throughout
the United States and Canada are confused—and annoyed—
by the flood of appeals for funds for various Israeli causes
reaching them. To them the United Jewish Appeal is most
important; they feel that the primacy of the UJA must not
be eroded by a proliferation of appeals for Israeli institu-
tions diverting funds from Israel's most critical human
needs.
A system of preventing and controlling multiple appeals
for Israeli causes has been operating in this country since
1950. Established by the Jewish Agency, it is directed by
the National Committee of Control and Authorization of
Campaigns. Whatever the achievements of this body are,
the number of fund-raising appeals in this country is
nevertheless on the increase. So is the number of violations
of guidelines adopted by this controlling body.
The Council of Jewish Federations and Welfare Funds,
seeking to prevent unauthorized appeals and to maximize
the support of the American Jewish community for the
United Jewish Appeal, has—jointly with the American Sec-
tion of the Jewish Agency—prepared now a set of ground
rules with the aim of firmly checking unauthorized fund-
raising for Israel. They impose a more severe control also
on campaigns of groups and institutions which are, as excep-
tions, permitted by the national committee to raise funds
in the U.S. for their activities in Israel.
A newly constituted committee for coordinating fund-
raising for Israel in the United States was also formed in
Israel. It is composed of representatives of the Israel gov-
ernment and of the executive of the Jewish Agency. It will
cooperate with the national committee in New York, which
is headed now by Mrs. Charlotte Jacobson, chairman of the
American section of the World Zionist Organization, and
Jack D. Weiler, a national chairman of the United Jewish
Appeal.

Simultaneously with seeking
action on the part of the Israeli authorities to check un-
authorized fund-raising in the U.S. by Israeli institutions,
the expanded national committee in New York has also
adopted ground rules for campaigning by authorized agen-
cies. They will be required to comply strictly with the condi-
tions under which the authorizations have been granted.
Authorized campaigns for Israeli institutions will hence-
forth have to receive clearance and approval in each com-
munity also from the local Jewish Welfare Fund.
The national committee will keep the Israel ambassa-
dor in Washington informed so that he can give the neces-
sary instruc,:ons to all Israeli consuls and other Israel
staff in the U.S. regarding the new system. Authorized
campaigns will have to send regular reports to the national
committee on finance and transmissions to Israel. Where
merited, the national committee would be ready to indicate
the possibility of withdrawal of authorization. Annual mem-
bership in agencies in this country concerned with helping
institutions in Israel was limited by the national committee
to $50.
The enlarged national committee has also discussed
the relationship with Israel Bonds. It will create a formal
Israel Bond-CJF-UJA committee to develop mutual policy
and approaches and to deal with complaints that cannot he
resolved on a local level.

Program Stresses Independent Living

The newly-named director of
the Madison Jewish commu-
nity's first program for the
Jewish elderly has described
as the key goal of the pro-
gram the strengthening of
the lives of the aged Jews so
that they will be able to con-
tinue to live in their homes
"with dignity."
Mrs. Leah Lustif said the
Madison Jewish Welfare
Council's Senior Adult Coun-
seling and Referral Service
offers "neither charity nor
welfare." She added that it
