JDC Helps Set Up Treatment Center for Retarded in Jerusalem JERUSALEM — A new ob- servation and treatment unit for retarded pre-school chil- dren has been set up here with the help of the Joint Distribution Committee. Dr. Alexander Russell, head of the pediatrics depart- ment of the Hebrew Univer- sity-Hadassah Medical School, assisted JDC a n d Akim, the Israeli voluntary society for retarded children, in establishing the unit last winter. "We cannot change the physiological endowment of mentally retarded youngsters. But if we get the child early enough, with the proper fa- cilities we can often reduce the extent of the handicap," Dr. Russell said. Dr. Russell also directs the Je llem Child Development C one of seven in a countrywide network which JDC helped to create and continues to support, with United Jewish Appeal funds. "This obviously has to come first. But the next step — no less critical — is to develop facilities like the Akim unit to which children with dif- ferent types of handicaps can be referred for treatment. These are still in very short supply. "Over the past three years, we have been learning at the Jerusalem center that it is particularly difficult to diag- nose a retarded child in a one-time assessment since he may be suffering from social deprivation rather than a physical defect. Thus, a youngster requires a pro- longed period of observation during which he can receive educational and rehabilita- tional therapy. For this we can now refer him to the treatment unit." The Akin).
