Bert Rabinowitz Heads Campaign Cabinet

NEW YORK—Bert Rabino-
witz, Boston businessman
and a national chairman of
the United Jewish Appeal,
has been appointed chairman
of the UJA National Cam-
paign Cabinet, Paul Zucker-
man, UJA general chairman,
announced.
A former general cam-
paign chairman of the Com-
bined Jewish Philanthropies
of Greater Boston, Rabino-
witz is a member of the ad-

ministrative committee of the
Joint Distribution Committee.

`Marginal Youth' Get a Crack at Life

TEL AVIV — Israel's
"Black Panther" movement
has become markedly quiet
in recent months. The de-
monstrations and the fiery
speeches have subsided and
clashes with police seem to
have receded.
Possibly. Hope lies in the
fact that Israel's public has

ginal youth" in slums and
half-forgotten quarters on the
brink of delinquency.
The Jewish Agency has re-
cently decided to increase
its part in the education of
this "marginal youth." In
the beginning of 1972, the

Jewish Agency approved a
budget of IL 800,000 ($200,-
000) to permit the launch-
