Israel Wins Hearing at European Parley

JERUSALEM (JTA)—Offi-
cials here voiced satisfaction
with the decision by the Eu-
ropean Security Conference
in Geneva to give Israel a
hearing.
The officials indicated that
efforts by Holland, Denmark
and Canada were responsible
for the unanimous decision
which came when Yugoslavia
and Malta—proponents of the
Arab cause—agreed to drop
their opposition to Israel be-
ing heard.

Israel will present its views
on Oct. 23; Syria will be
heard Oct. 30; Egypt, Nov. 6;
and Morocco, Nov. 13. Alger-
ia and Tunisia also will
speak.
(According to a report from
Geneva, the conference ruled
that the non-European states
can speak only on agenda
items which mainly concern
European security and East-
_West cooperation in econom-
ic and humanitarian mat-
ters.)

Golda Heads Young-Looking Labor List;
34 New Factions File for October Balloting

TEL AVIV (JTA) — The
Labor Party has given its
stamp of approval to a Knes-
set election list containing an
unusually large number of
new and relatively youthful
candidates.
The Mapai faction, the
party's largest, came up with
its new names. Six of them
are in the 30-40 age bracket,
and three are between 40-50
which, in Israeli politics, is
still a tender age.
Election lists also were
finalized by Mapam, a part-
ner in the Labor Alignment
and by the new non-Labor
'alignment, Likhud.
In addition to the estab-
lished parties, 34 new fac-
tions not represented in the
present Knesset are filing
lists of candidates for next
month's elections. The new
parties are required to de-
posit a bond of IL 15,000
($3,750) and submit a mini-
mum of 750 signatures of
supporters to get on the Oct.
30 ballot.
Labor's bow in the direc•
tion of youth was obviously
in response to criticism that
the party wasn't giving its
younger elements a chance to
stand for office. Inasmuch
as Israeli voters do not vote
for individual candidates but
for party lists, the assigned
place on the list is all im-
portant for election.
The Labor Alignment list
is headed by premier Golda
Meir. Her name is followed
by Deputy Premier Yigal
Allon, Foreign Minister Abba
Eban and Defense Minister
Moshe Dayan. Fifth on the
list is Mapam Secretary Gen-
eral Meir Talmi, followed by
Finance Minister Pinhas Sa-
pir, Knesset Speaker Israel
Yeshayahu, Police Minister
Shlomo Hillel, Minister With-
out Portfolio Israel Galili,
Dov Zakin (Mapam) and
Transport Minister Shimon
Peres.
The 20th place on the labor
Alignment list, which is re-
garded as "safe" was given
to Gen. Itzhak Rabin, former
Israeli ambassador to the
U.S. who was chief of staff
during the Six-Day War. For-

Moshe Carmel has the 25th
spot, and the former intel-
ligence chief, Gen. Aharon
Yariv the 27th.
To open "safe" spots for
younger candidates, 13 mem-
bers of the present Knesset,
including three cabinet mini-
sters were relegated to low-
er places on the list. The
ministers, Chaim Gv a ti
(agriculture), Yaacov Shim-
shon Shapiro (justice) and
Zeev Sharef (housing) may
still serve in the new gov-
ernment, however, since
cabinet members are not re-
quired to be members of the
Knesset.
Others placed in lower spot
include Deputy Finance Mini-
ster Zvi Dinstein, who is go-
ing into private business, and
Labor veterans Elyahu Sas-
soun, Itzhak Koren, Aharon
Becker, who was a former
secretary - general of Hist-
adrut, and Mrs. Zina Har-
man, wife of Hebrew Uni-
versity President Avraham
Harman.
Sassoun asked to be re-
lieved for reasons of health.
Harman, Koren and Becker
were displaced by stronger
pressure groups to make
room for their own candi-

dates, as was Mordechai
Surkiss, a former deputy
secretary-general of the La-
bor Party and a member of
its Rafi faction.
Two Mapam leaders, Yaa-
cov Hazan and Meir Yaari,
bowed out voluntarily, and
the party's list will be head-
ed by Talmi. Absorption Min-
ister Nathan Peled (Mapam)
announced several weeks ago
that he would not run for re-
election to the Knesset.
Likhud, which is an align-
ment of Gahal (Herut and
Liberal Parties), the State
List, Free Center and Labor
Movement for Greater Israel,
will enter a list headed by
Menahem Begin (Herut) and
Elimelech Rimalt (Liberal).
Herut candidates at the top
of theh list are Yohanan
Bader, Benjamin Halevi and
Chaim Landau.
Top Liberals are Simha
Ehrlich and Gen. (Ret.)
Aryeh Sharon, also the top
10 are Yigal Horowitz (State
List), Shmuel Tamir (Free
Center); and Abraham Yaffe
(Greater Israel). The parties
comprising Likhud have 31
seats in the present Knesset

The National Religious
Party (NRP), a coalition
partner, delayed in complet-
ing its election list due to
