CJF Predicts
Greater Need
for Funds in '74
NEW YORK—Jewish Fed-
erations and Welfare Funds
of the U.S. and Canada will
undertake to meet local, na-
tional and overseas needs in
1974 at least $85,000,000
greater than the record sum
of $390,000,000 raised this
year.
The needs and the basic
fund raising required to meet
them were projected by the
board of directors of the
Council of Jewish Federa-
tions and Welfare Funds
(CJF) following discussions
here by more than 200 presi-
dents, campaign chair-
men and executive directors
of the community organiza-
tions.
The needs in Israel were
analyzed by Leon Dulzin,
acting chairman and treas-
urer of the Jewish Agency
for Israel.
The continuing immigration
of Soviet Jews and those
from other areas expected to
total 70,000, and the unmet
backlog of problems in Israel
including overcrowded hous-
ing, youth dropouts, social
deprivation, and other ills;
distress and persecution of
Jews in other areas of the
world; and in the U.S.,
mounting problems of the
Jewish aged and poor, and
sick will be in the forefront
of the needs to be met in
next year's community cam-
paigns, joined with the pro-
grams to enlarge Jewish
education and enhance its
quality, to involve and serve
Jewish youth, enrich cultural
services, and strengthen Jew-
ish life here.
The community leaders
will stress personal recruit-
ment of many more volun-
teer solicitors as the prime
necessity for success. The
aim is to have every contrib-
utor seen personally. Empha-
sis also will be on training
of solicitors.
Further national prepara-
tion will be carried forward
at the CJF annual assembly,
Nov. 7-11, in New Orleans.
More than 2,500 community
leaders are expected to take
part.

Proposed Amendment to the Federation By-Laws
The following addition to Article III, Section 1 of the by-laws will be
voted upon by members of the Federation at the forthcoming annual meeting:
"Any'person who was or is a party or is threatened to be made a par.-
to any threatened, pending or completed action, suit or proceeding, wheti..
civil, criminal, administrative or investigative, by reason of the fact th a . t he
is or was a director or officer of the Jewish Welfare Federation of Detroit,
or is or was serving at the request of the Jewish Welfare Federation of
Detroit as a director or officer of another corporation, partnership, joint
venture, trust or other enterprise, shall be indemnified against expenses
(including attorney's fees), judgments, fines and amounts paid in settlement
actually and reasonably incurred by him in connection with such action,
suit or proceeding in the manner and to the full extent permitted by Michigan
law. The indemnification provided hereunder shall continue as to a person
who has ceased to be a director or officer and shall inure to the benefits of the
heirs, executors and administrators of such person."
