Golda Reads Riot Act to Officials Subjecting Emigres to Delays

TEL AVIV (JTA) — Pre-
mier Golda Meir adminis-
tered a tongue lashing to
immigration and absorption
officials for their alleged
preoccupation with red tape
that makes the integration
of new immigrants an ex-
hausting, time-consuming or-
deal for them.
Mrs. Meir summoned the
officials to her office and
made it clear that she would
not tolerate inefficiency and

prolonged delays during
which immigrants languish
for hours in offices waiting
to see officials and are shunt-
ed from office to office, some-
times losing one or more
working days.
She blamed the officials
for sending new immigrants
"here and there" while a
problem can be solved easily
when the official meets his
colleague sitting just next
I door or on the next floor.
"I should remind you that
you are sitting here to serve
him (the immigrant) and not
the other way around," she
said. "Why is there no re-
spect for the time of the peo-
ple who come to see an offi-
cial?" she asked.
Mrs. Meir stressed that
immigrants arriving in Israel
now, particularly from the
Soviet Union, had been living
for years under a repressive
regime which made them

Shloshim Ceremony
Memorializes Pincus;
Education Fund Set
JERUSALEM (JTA) — A
$5,000,000 fund for Jewish
education in the Diaspora to
bear the name of the late
Louis A. Pincus was an-
nounced at a memorial meet-
ing held here marking the
30th day after the death of
the chairman of the Jewish
Agency and World Zionist
Organization Executive.
The fund will be financed
by the government of Israel,
the Jewish Agency, the WZO
and the Joint Distribution
Committee.
Earlier the nation's leaders
attended the unveiling of
Pincus' tombstone on Mount
Herzl.
President Ephraim Katzir
and Knesset Speaker Yisrael
Yeshayahou were among nu-
merous people who partici-
pated in the ceremony.
Jacob Tsur, executive
chairman of Keren Kayemet,
mounrned the late chairman
of the Jewish Agency and the
World Zionist Executive. He
said Pincus strove to imbue
Zionish with a modern ap-
proach.
Paul Zuckerman, leader of
the United Jewish Appeal,
also was present.
2 Gestapo Officials
Get Life Sentences
BONN (JTA)—Two former
Gestapo officials, Johann
Baecker, 61, and Hans
Quambusch, 68, were given
life sentences by a West
Berlin court for the murder
of Jews, Poles and Ukrain-
ians in Poland from 1941 to
1943.
Both have been in custody
since March 1971.
The court, in handing down
the verdicts, said both were
"primitive personalities" who
had not acted on orders but
on their own initiative for
reasons of racial hatred.

neth Keating, the new United
States Ambassador to Israel,
presented his credentials to
President Ephraim Katzir at
the presidential residence
here Tuesday and spoke of
the cause of peace to which
he said both his country and
Israel are dedicated.
The 73-year-old former U.S
Senator from New York and
former ambassador to India
was saluted by a military
hand on the presidential
grounds. He told President
Katzir that his lifelong in-
terest and concern with the
destiny of the Jewish people
- paralleled the sympathetic
concern that my nation has
demonstrated" toward Israel.
"Together, our nations, by
their example of friendship
and mutual respect, can con-
tribute to the welfare of our
neighbors on this planet," he
said.
Earlier, Keating met with
Foreign Minister Abba Eban
to discuss international is-
sues, particularly the meet-
ing of the International Civi.

Envoys to Africa
Will Remain — Eban
JERUSALEM (JTA) —
Foreign Minister Abba Eban
said that Israel will continue
to maintain its diplomatic
presence in every possible
country in Africa despite re-
cent diplomatic setbacks on
that continent.
Addressing a conference of
Israeli envoys to African
states, Eban said he believed
that those African nations
which broke off diplomatic
relations with Israel are now
reconsidering the benefit and
wisdom of their steps.
The foreign minister said
that there were three pos-
sible paths for Israeli diplo-
macy to follow in Africa: to
pull out altogether; to culti-
vate connections with the
wealthy and important Afri-
can states only; or to spread
Israel's presence in every
possible country in Africa
and to strive to keep that
presence. Israel chooses the
third alternative, Eban said.
Zim Adds Ships
Built in Romania
TEL AVIV (JTA) — The
two latest additions to the
fleet of Israel's Zim Lines
were built at shipyards near
Galacz in Romania — the
first vessels to be built for
Israel in a Communist coun-
try, it was announced here.
The 4,200-ton containership
Narcis was delivered last
week. Her sistership, Iris, is
already in service.
Both vessels are highly
automated. Each carries a
crew of 28 officers and sea-
men.
