`Dismal Failure' Seen for UN
Ad Hoc Committee on Terrorism

UNITED NATIONS (JTA)
—The problem of interna-
tional terrorism has been
tossed back to the General
Assembly after the Ad Hoc
Committee on International
Terrorism failed to reach
any agreement on the defini-
tion, cause and ways to deal
with this problem.
Three subcommittees of
the ad hoc committee which
had been meeting since Aug.
1 , behind closed doors ended
) , work Aug. 11 and agreed
lly that there were widely
differing views on the issue.
The Israeli delegation,
which was not a member of
the 35-member ad hoc com-
mittee but sat in on the de-
libeiations in the capacity of
an observer, issued a sharp
criticism of the group after
it concluded its work.
The delegation termed the
work of the committee a
"dismal failure" and said
that all efforts to examine
the problem in a serious
manner were "swamped by
the demagoguery of Arab
representatives and their
friends."
The statement by the Is-
raeli delegation also noted
that "It is evident, as con-
firmed by this latest exer-
cise in futility, that unless
Arab states cease to support
international terrorism, the
United Nations will remain
virtually incapable of taking
effective action against the
scourge of terrorism, and the
struggle against it will have
to be pursued by responsible
governments, acting by them-
selves and in cooperation
with each other."
During the meetings the
United States, Great Britain
and other western nations
urged measures against in-
ternational terrorism, includ-
ing an international commis-
sion calling for punishment
or extradition of offenders.

munist bloc members reject.
ed proposals which would
have implied action or con-
demnation against what they
termed liberation move-
ments. They focused on what
they called "state terrorism"
practiced by racist and
colonial regimes.
France, Britain and Swit-
zerland have reportedly
drawn up a joint resolution
calling upon all International
Civil Aviation Organization
(ICAO) member states to
bar from their airports and
air space all air companies
belonging to countries guilty
air piracy.
The three countries, French
circles said, will present
their resolution to the gen-
eral assembly of the ICAO.

The French sources said
the resolution also will call
on member states to ratify
the Montreal and Ottawa
conventions which impose

must be ratified by two-
thirds of the member states
to become law.
Brazil agreed to join Israel
in combating international
terrorism, but Israeli For-
eign Minister Abba Eban
discounted the possibility of
Brazil playing a peace-
making role in the Middle
East.
After two days of official
contacts between Eban and
Brazil's foreign minister,
Mario Gibson Barboza, in
Brasilia last week, Israel and
Brazil affirmed "the in-
terests of their governments
in strengthening international
law through adequate legal
instruments in order to deal
with the threat that inter-
national terrorism repre-
sents for civilization."
The communique also
stressed "the firm decision
of the governments to adopt
the necessary measures and
initiatives - a g a i n s t such
threat."
Eban's visit to Brasilia
was marked by the heaviest
security yet seen in this
capital for a visiting min-
ister. Police, security agents
and plainclothes guards were
out in full force, and report-
ers and photographers had
all of their equipment
checked.
