Israel to continue Struggle
Against Terrorism'-Tekoah

was a "violation of Lebanese
sovereignty and the rule of
law in international civil
aviation."
The International Federa-
tion of Airline Pilots Associa-
tions condemned Israel's ac-
tion and its executive secre-
tary, Capt. Charles Jackson,
said in London that member
organizations in 64 countries
"are being consulted as to
whether any further action
by the federation would as-
sist in preventing further in-
cidents of this nature."
Scali told the Security Coun-
cil Tuesday that the U.S. "de-
plores this violation (the in-
terception of the plane) of
Lebanese soverignty. We de-
plore this violation of the
United Nations Charter and
of the rule of law in interna-
tional civil aviation."
The U.S. diplomat, who is
this month's Security Council
president, noted that threats
to safety of civil aviation
have increased at an alarm-
ing rate in recent years and
that ways must be found "to
reduce and ultimately elimi-
nate such threats." He added
that air travel "must no
longer be a pawn in interna-
tional conflicts."
Noting that no lives were
lost and no material damage
was incurred in the intercep-
tion incident, Scali declared:
"While this does not modify
our concern, we strongly urge
all parties to retain a sense
of perspective and prevent
this incident from leading to
further reprisals and counter-
reprisals. It is high time to
call a full stop to all such
acts and related acts and
threats of violence."
Scali noted that Israeli Am-
bassador Yosef Tekoah had
explained earlier to the coun-
cil that the reason for the in-
terception was to apprehend
individuals responsible for
terrorist acts. One of the ter-
rorists who was scheduled to
be on the intercepted airliner
but canceled his trip at the
last moment was Dr. George
Habash, head of the Popular
Front for the Liberation of
Palestine.
Nevertheless, Scali contin-
ued, Israel's action was "un-
justified and likely only to
bring about counteraction on
an increasing sale."
Canadian Pilots Urge
Govt. to Bar Flights by
Israeli Aircraft Unless .. .
MONTREAL (JTA) — The
Canadian government w a s
urged Wednesday by the Can-
adian Airline Pilots Associa-
tion to bar flights to Canada
by Israeli commercial air-
craft if Israel did not imme-
diately guarantee that it
would "never again" conduct
or condone interference with
civil flights.
The request was made in
a telegram to External Af-
fairs Minister Mitchell Sharp
from John B. Wright, CALPA

terception "an act of unlaw-
ful interference with civil
aviation."
Wright added, in the tele-
gram, that the pilots group,
"in accordance with the ac-
cepted norms of international
law for the protection of avi-
ation," was asking the Cana-
dian government to obtain
"immediate assurances"
from the Israel government
that "it will never again par-
ticipate in or condone" such
acts of intereference. Wright
added that "should such an
understanding" not be forth-
coming, we request that Can-
ada suspend all commercial
air service by Israeli aircraft

such assurances are obtained.

that Shaked's reaction was
well-timed, wise and bal-

tion newspaper, Davar, sup-
ported the government action
as did most of the Israeli
press. Davar said that the op-
eration was in line with the
government's declared policy
to strike at terrorism when-
ever it had the opportunity.
Ben Aharon said that for
the last two years Histadrut
has been urging other labor
federations and trade unions
to pressure their govern-
ments to take action against
countries that shelter hijack-
ers or terrorists.
He said Histadrut's efforts
had shown results in several
countries where, under labor
pressure, the governments
took a hard line on terrorism.
The Histadrut leader said
that now, after the intercep-
tion of the Caravelle, the Is-
raeli labor federation would
find it difficult to gain sup-
port among foreign workers
to oppose Arab terrorism.
He said Histadrut will now
also be the target of protests
from labor unions and fed-
erations throughout the world.
But Davar disagreed, com-
menting that. "having been
designed to apprehend a

Dayan Assumes Full
Responsibility for Interception
of Arab Plane
TEL AVIV (JTA)—Defense
Minister Moshe Dayan as-
sumed full responsibility for
the Israeli Air Force inter-
cepting an Arab-owned jet-
liner and forcing it to land in
Israel.
Speakin,g at a midnight
press conference at his home,
Dayan said Friday night's ac-
tion was part of Israel's
struggle against terrorism, a
struggle which he said other
nations were reluctant to
wage.
The cabinet, meeting in the

iterated its stand "to fight
terrorists whenever possible
before they are able to act.
Cabinet ministers stressed
that Israel had no choice but
to act on its own because of
the lack of action by other
nations against terrorism.
However, the Israeli Pilots
Association issued a state-
ment deploring the intercep-
tion. Itzhak Shaked, associa-
tion chairman, said here the
Lebanese plane was a civilian
aircraft and on a civilian
flgiht and Israeli military
planes interfered with it.
As an association fighting
terror in the air the Israeli
group could not condone such
an action even if it was to
capture the world's number
one criminal against civil
aviation, Shaked said.
The Israeli public seemed
disappointed at the failure of
the mission although a small
number of Israelis were dis-
mayed at the tactics used.
However, observes in Is-
rael saw the action as justi-
fied following the failure of
the United Nations Ad Hoc
Committee on International
Terrorism to reach any agree-
ment on the problem.
Dayan said in a television
interview that the aim of the
interception was to capture
a number of terrorist leaders
who would now be more
frightened.
In considering the denun-
c•ations for the action Dayan
said, "The direct way to end
the terror is to fight it ev-
erywhere and the whole
world should give a hand in
this war." Dayan noted that
up to now 110 terrorists have
been captured and 70 of
them were released.
