There is one positive note
in their study in their state-

that a pool of oil exists un-
der the northern Sinai des-
ert, land captured during the
Six-Day War. Preliminary oil
finds, discovered since then,
have turned Israel from an
oil-importing to an oil-expor-
ting state."
This situation as it affects

Energy Crisis" in a section
entitled "A r a b Strategy"
which states:
"While Russia has been ac-
tive in the Middle East, the
Arabs have not been idle, as
the example of Libya will
show. Libya's president Colo-
nel el-Qaddafi, has been
wheeling and dealing with
his country's annual $2,400,-

ing" alliances throughout

to accept price increases? Is
the decision based upon a
desire to preserve the supply
of this precious commodity
so as to forestall the catas-
trophic political and econom-
ic consequences of one day
running dry? Or is the ob-
jective to prevent other coun-
tries from boycotting Iraq
oil in retaliatiion for the
nationalization of the Iraq
Petroleum Company? What-
ever is behind it, clearly, the
oil-rich countries will be in-
creasingly emboldened to
take such actions that are
appropriate to their changed
status.

Three years after their ar-
rival to Israel, 60 per cent
of all new immigrants age
18 and over were firmly en-
trenched in the country's
labor force, as compared
with 55 per cent one year
after arrival.
Fifty per cent of the new
arrivals stated that they
were able to converse freely
in Hebrew, as compared with
35 per cent one year after
arrival.
Nonetheless, 35 per cent
of the olim three years after
arrival in the country em-
ployed a foreign language in
their daily intercourse as
compared with 44 per cent
one year after aliya. More-
over, 93 per cent of all the
immigrants had permanent
housing.
This data was revealed in
Jerusalem recently by the
ministry of immigrant ab-
sorption, on the basis of a
survey launched at its invi-
tation in November 1969 by
