Ministerial Dispute Seen Rising Over Credit Freeze Proposal
NEW YORK (JTA) — An
official of the Rabbinical As-
sembly, the association of
Conservative rabbis, des-
cribed as "incorrect and con-
fused" a statement by Is-
rael's religious affairs minis-
ter that Conservative rabbis
had not received permits to
perform marriage or divorce
ceremonies in Israel.
Zerach Warhaftig made
that statement in the Knes-
set in reply to a question
from Aguda's Yehuda Meir
Abramovitz.
' The religious affairs minis-
ter also said that the Chief
Rabbinate Council had in-
ye - Ited reports in the Is-
rat. ,)ress to the effect that
such permits had been is-
sued and found them totally
incorrect.
Rabbi Wolfe Kelman, RA
executive vice president, said
that the statement regarding
divorces was confused. He
said that in Israel, divorce
applications must go to rab-
binical courts, and permits
are not granted to rabbis to
give divorces.
In regard to marriages,
Rabbi Kelman said, a num-
ber of RA members reident
in Israel have, since 1948,
been authorized permits to
perform marriages. Permits
come from the religious af-
fairs ministry.
Rabbi Kelman said "I
know of at least three RA
members" in Jerusalem who
had such authorization. He
said two had died and that
the third Conservatice rabbi
still had the permit to per-
form weddings.

JERUSALEM (JTA) — A
dispute is shaping up between
Finance Minister P i n h a s
Sapir and Commerce Minis-
ter Haim Barley about a pro-
posal to freeze bank credit
to individuals as a means
of fighting inflation.
The proposal has been
made forcefully and repeat-
edly in recent weeks by Bank
of Israel Governor Moshe
Sanbar. Finally, Sapir came
round to Sanbar's viewpoint.
The ministerial economic
committee agreed, however,
to postpone its final decision
while Barley thought out his
view.
On July 24 Barley inform-
ed Sapir he was opposed to
the idea. Sanbar has warned
repeatedly that if banks con-
tinue to give credit liberally
while at the same time the
government, understandably
on election eve, abstains
from unpopular tax mea-
sures, inflation is bound to
flare even more.
The credit to be frozen un-
der Sanbar's proposal would
not be what is known as
"directed" credit which is
given to firms for develop-
ment and export.
