Israel Negotiating at EEC

LOS ANGELES (JTA)
One of every six Jewish
households in Los Angeles is
in the poverty class of having
annual incomes of less than
$4,000 and seven of 10 of
these households are headed
by women, many of them
elderly widows, according to
a report by a task force on
the Jewish Poor of the Los
Angeles Jewish Federation-
Council. The report said there
are 30,000 Jewish households,
with an estimated Jewish
poor population of 55,000.
The largest group of the
poor, totaling 16,000, is in the
50 to 64 year bracket. The
Task Force was formed by
the federation's community
planning department more
than a year ago to mobilize
local resources for more ef-
fective means of dealing with
the problem of the Jewish
poor.

JERUSALEM (JTA) Is-
rael's team of negotiators
for the new tariff agreement
with the European Economic
Community left Monday for
Brussels talks. Already in
Brussels is Israel's ambas-
sador to the Common Mar-
ket, Moshe Allon, who will
head the Israeli team.
Negotiations will also be-
gin this week in Brussels
with the other four countries
involved in the projected
"Mediterranean global agree-
ment" between the EEC and
the Mediterranean countries.
These are Spain, Morocco,
Algeria and Tunisia. The
over-all aim is to achieve
free trade in industrial goods
between these countries and
the EEC nine, and low
tariffs on- agricultural com-
modities.
Israel will be pressing for
as long an adjustment period
as possible before she is re-
quired to reduce her tariff
I walls on industrial imports
to zero.
On the agricultural front,
Israel will seek the same
low tariffs for its citrus ex-
ports as those enjoyed by
the three Maghreb countries

(Morocco, Algeria, Tunisia)
until now. In figures this
means an 80 per cent tariff
reduction on the fruits and
the fruit products—the terms
Morocco, Algeria and Tu-
nisia have enjoyed to date.
Israel is hoping that by
drawing closer to the EEC
economically it will be able
to favorably influence the
market's political policies—
particularly in the Middle
East. Now that the French
have apparently decided to
desist from active anti-Israel
diplomatic activity there is
hope in Jerusalem that the
EEC can be held to a bal-
ance line on the Mideast.
