TEL AVIV (JTA)— Israel
has the world's highest per
capita rate of residential con-
struction, a leader of the
building industry said here.
There are 16.9 home units
started for every 1,000 popu-
lation, Elazar Nir told the
Zionist Organization of Amer-
ica's Institute for Israel Stud-
ies at ZOA House.
He said that some 60,000
apartments will be started
but only about 47,000 will be
completed this year because
of material shortages and
lack of skilled labor.
Nir was less than optimis-
tic over the prospects of
widespread rental housing in
Israel to ease the housing
shortage.
It is a long way off despite
its many social and economic
advantages for both the set-
tled populace and new immi-
grants, the housing expert
said.

For the first time in the
history of the federally-
funded National School
Lunch Program, pupils in
130 Jewish day schools in
the New York metropolitan
area have been served
kosher chicken and turkey
during the 1972-73 school
year, according to the food
and nutrition service of the
U. S. Department of Agri-
culture.
A spokesman for the north-
east regional office of the
service in Princeton, N. J.,
told the JTA that the initial
test was a success and would
be continued in the 1973-74
school year and indefinitely
thereafter.
The kosher poultry phase
of the program, created to
provide nutritious lunches at
reduced ' prices or without
charge for needy pupils, is
directed in the New York
City area by the Bureau of
Jewish Education, a central
agency which services all
types of Jewish schools in
the area.
