SPIRIT OF UNITY: The National Jewish Community Rela- tions Advisory Council entered its 30th year of existence at its four-clay national session in Washington. Nothing but chaos could result from such non-coopera- tion. Errors in strategy were often made, when each or- ganization used its own judgement, often seeking to be ahead of the other. This was especially felt in the early years of the Nazi period when some Jewish organizations conducted furious propaganda hi favor of a boycott of German-made goods while others considered such a boy- cott inadvisable. The intensified anti-Jewish propaganda in this country, which received its impetus from pro-Nazi elements, has made it even more clear that coordination among Jewish organizations active in combatting anti-Sem- itism must be achieved. Pressured by the march of events, the national Jewish organizations—like the American Jewish Committee, the American Jewish Congress, the Anti-Defamation League of Bnai Brith—and Jewish Community Councils in various parts of the country, began to recognize the necessity of the formation of a consultative, advisory and coordinat- ing body that would cooperatively seek to agree on policies, strategies, programs and the best means and techniques for effective utilization of their collective resources for common ends. In this, they were stimulated by the Coun- cil of Jewish Federations and Welfare Funds. The constituent agencies of the NJCRAC are all au- tonomous. They engage in whatever areas of community relations work they choose and create whatever structures and organizational arrangements they deem. desirable. But they avoid duplication. They participate in the formulation of the program plans prepared by the NJCRAC each year following months of consultation with each of the con- stituent groups. The program plans are then submitted to plenary sessions attended by delegates from all groups com- prising the NJCRAC. There they are reviewed and adopted with various recommendations, additions and revisions. The constitutent national organizations include the American Jewish Committee, American Jewish Congress, Anti-Defamation League, Jewish Labor Committee, Jewish War Veterans, National Council of Jewish Women, Union of American Hebrew Congregations (Reform), United Syna- gogue of America (Conservative) and Union of Orthodox Jewish Congregations. The approximately 100 local com- munal agencies affiliated with the NJCRAC are function- ing practically in every large and m•ddlesized Jewish com- munity in the country. The spark plug of the NJCRAC is its executive vice- chairman Isaiah Minkoff, who has successfully directed the work of the organization ever since its formation. He is an expert on Jewish communal affairs and on Soviet-Jewish problems. The newly elected chairman is Louis D. Cole of Louisville, Ky. Because of its difficult-to-remember long name, NJCRAC is not much known to the average Amer- ican Jew. However, it carries great prestige among the American Jewish leadership because of the spirit of unity which it generates among the Jewish groups working in such a sensitive field as community relations.
