PERSONNEL PROBLEMS: The need for professional
leadership and qualified personnel was among the subjects
discussed this week at the 75th annual National Conference
of Jewish Communal Service, which constitutes a forum for
professional workers in all fields of Jewish communal work
A pilot study of personnel shortage was started three
years ago by Dr. Frank M. Loewenberg, of the Bureau of
Careers in Jewish Service.
The preliminary results of this study have shown that
while there is some shortage of manpower, it does not
appear to be alarming except in the fields of education.
The assurance of an adequate supply of properly edu-
cated Jewish communal workers of this type is given
priority by the Council of Jewish Federations.

EXECUTIVE RESPONSIBILITIES: Agencies and in
stitutions supported by the more than 230 Jewish Federa-
tions serving some 800 communities spend about $1,500,000,.
000 annually, from all sources. About one-third of this huge
sum is being raised this year by the Federation for the
services of their beneficiary agencies.
This indicates the broad range of responsibilities in
which the professional executive head and and his staff
are involved. In addition to policy development, adminis-
tration, planning and other obligations, a professional
leader must also know how to evaluate and assess commu-
nity needs, with an understanding of sociology, economics,
psychology, and Jewish history and purposes. He must
have knowledge of various movements, groups and forces—
Jewish and general — since his work brings him in relation-
ship with various sectarian and non-sectarian agencies.
The career training and opportunities provided for by
the Federation Executive Recruitment and Education Pro-
gram is currently available in five major centers where
colleges and universities are working in conjunction with
local federations to provide the curriculum. They are:

degree in Jewish Communal Studies.
