uniqueness of Israel's aid
program, particularly coming
from a nation surrounded by
hostile neighbors and con-

lenges.
From its inception, the
ADL book relates, the Israeli
aid program has given the
Jewish state a reputation for
generosity, intelligence and
efficiency.
The author points out that
the forces which motivated
the creation of Israel's for-
eign aid program are psy-
chological, strategic and, to
some degree, messianic.
