Limits on Immigrant Privileges to Be Deferred for Six Months
JERUSALEM (JTA) — A
series of regulations curtail-
ing the privileges of new im-
migrants to import foreign
goods duty free will be post-
poned for six months.
The finance ministry.
which had originally urged
the restrictions, has recom-
mended to the Knesset's fi-
nance committee that imple-
mentation of the new regu-
lations be deferred until Jan.
1, the JTA was informed by
a ministry source. The regu-
lations were to go into effect
July 1.
The Knesset committee is
expected to accept the recom-
mendation. A finance minis-
try spokesman stressed, how-
ever, that the postponement
did not imply abandonment
of the restrictions. "After

Vatican Document Saying Chile
Nixed Non-Aryans Called False
By MURRAY ZUCKOFF
JTA News Editor
SANTIAGO (JTA) — Sev-
eral Jewish and political
leaders here characterized
as baseless a statement in
Vatican documents released
in Rome that Chile and
Bolivia refused visas to non-
Aryans during World War II
despite the Pope's personal
appeal.
Jacobo Schaulsohn, mem-
ber of the Federal Constitu-
tional Tribunal and one of the
most powerful figures in the
government, told the Jewish
Telegraphic Agency that the
statement from Rome had no
foundation in reality.

THE DETROIT JEWISH NEWS
PARIS — "The most vio-
lently anti-Semitic statement
published in France since the
end of Nazism" is how Chief
Rabbi Jacob Kaplan de-
scribed an anti-Jewish article
published here by a French-
man who is general manager
of the official Soviet Em-
bassy newsletter.
The latter, Robert Legag-
neux, was found guilty Tues-
day of defamation, and "in-
citement to racial hatred and
violence" following his March
26 trial in the Palace of
Justice. It was the first court
test of a recently amended
French law that more toughly
defines instances of racial
libel against persons Or na-
tionalities.
The article, published in
the embassy's French lan-
guage bulletin, USSR, as-
serted that Israel "needs
underlings who will not blink
at the dirtiapt -scine- trains
Cu e m in planned fashion.
Thus, hardly have Israeli
pupils learned to read and
write but they must answer
the question 'How Treat
Arabs?' They must be mas-
sacred.' Savagery begins on
the school bench."
The article said Israelis
were taught that they must
not help non-Jews in danger
of death and that "when a
Judean is present at the last
moment" of a non-Jew "he
must rejoice."
Legagneux was fined $600
and directed to pay court
costs, as well as publish the
verdict at his own expense
in seven newspapers, includ-
ing his own publication. A
Communist, he is deputy
mayor of Manterre, a Paris
suburb.
