William Fulbright claimed on the CBS "Face the Nation" television pro- gram Sunday that the Senate was "subservient" to Israel and prevented the adminis- tration from applying pres- sure on that country. The HEW funds will repay a major portion of the annual interest charges on a $2,000,- 000 private loan which Sper- tus officials are using to purchase a former IBM building and remodel it for use as a new home for the college. The college will vacate its quarters when the remodel- ling of the former IBM structure is finished, later this year. The 10-story building will include a museum of Jewish art, libraries on four floors, and auditorium for college community use, classrooms and administrative and fac- ulty offices. But, he added, this leverage could not be applied because "Is- rael controls the Senate." Fulbright said, "The Sen- ate is subservient to Israel, in my opinion much too much. We should be more concern- ed about the United States' interest rather than doing the bidding of Israel. This is a most unusual development. He also expressed opposi- tion to the Jackson Amend- ment linking most favored nation treatment for the So- viet Union to the removal of emigration restrictions by that country. But Fulbright said the Senate would prob- ably approve it.
