Germans Mimi on Alleged New
Black September Airline Plot

BONN (JTA) — West Ger-
many's Interior ministry
would neither confirm nor
deny a top-secret report to
the Bonn government by the
head of the German Security
Services, Guenther Noilau, in
Cologne that Black Septem-
ber is planning new terrorist
attacks against Western air-
lines with the possible use of
rockets.
The report, quoted in D:•2.
Welt April 4 said that two
Palestinian extremist organi-
zations banned after the
Munich Olympic assassina-
tions — the General Unions
of Palestinian Students and
Workers — have re-formed
in East Germany to continue
their underground activities.
According to London's Sun-
day Times, French authori-
ties are handling Black Sep-
tember terrorists with kid
gloves because they fear
what the Arab terrorists
could do to disrupt negotia-
tions for the sale to Arab
countries of the French-Brit-
ish supersonic Concorde air-
liner.
It was for this reason, says
the London Times, that
France released from jail the
Arab terrorist Jamal Abdul
Hussein, despite the fact that
the police had found a cache
of dynamite in his apartment
and plans to blow up the
Israel Embassy in Paris.
A 24-year-old Palestinian
Arab arrested at Heathrow
Airport last Christmas Eve
was sentenced to 18 months"
imprisonment for possession
of arms and ammunition.
The accused, Mohammed
Fuheid, was acquitted on an-
other charge of carrying ex-
plosives, a pistol and ammu-
nition were found in the false
bottom of a suitcase he was
carrying at the time of his
arrest.
Prosecutor Brian Le a r y
said before the verdict was
rendered that Fuheid ad-
mitted he intended to use the
arms and explosives against
an Israeli target in Sweden.
In Paris, police are con-
vinced that an Iraqi law pro-
fessor shot to death last Fri-
day was murdered for politi-
cal reasons.
Police sources said that 40-
year-old Basil Raoud el-Ku-
baisi was killed by either
dissident Palestinian ele-
ments or "Israeli agents."
According to a statement
released in Beriut by the Pal-
estine Liberation Organiza-
tion, el-Kubaisi was one of
the leaders of the Popular
Front for the Liberation of
Palestine. The statement said
that he was shot "while
carrying out a mission in
Paris."
It accused "imperialist in-
telligence and Zionism" of
having murdered him.
El Kubaisi was gunned
down shortly after midnight
Friday by two men who had
followed him for some time
and opened fire at point-
blank range with pistols
equipped with silencers.
The Iraqi, a professor of
international 1 a w at t h e
American University in Bei-
rut, died on the spot from
eight bullets in the head and
one in the heart. Police have
only a scant description of
the two assailants.
The arrest of Mouhammed
Hassan Safadi, alias Abu
Adnan, a Druze leader on the
Golan Heights, was disclosed.
Safadi is being held on
suspicion of contacts with
Syrian agents. He is the 55th
person detained in connection
with a Syrian-directed spy

ring operated by Druze fam-
ilies on the Golan Heights.
Safadi headed the largest
of the clans and was regarded
as the spokesman for the
Golan Heights Druze com-
munity.
