Vaad Lists 1973 Passover Regulations
Passover, the festival of
freedom, begins on the 15th
day of the Jewish month of
Nisan, sunset Monday, April
16 and continues until Tues-
day, April 24 at 8:03 p.m.
In its annual statement on
Passover rules and regula-
tions, the Vaad Harabonim-
Council of Orthodox Rabbis
of Greater Detroit urges ev-
ery Jew to observe the laws
of Passover and exercise
care in purchasing food prod-
ucts.
First, the statement reads,
"It is the sacred duty of
every Jew, before sitting
down to his seder table, to
contribute to the traditional
Mo'os Hitim campaign which
is held every year before
Passover and to see that
every Jew has what he needs
for the Yom Tov."

STING OF THE FIRST
BORN
Who is required to fast?
Every male who is a first-
born child. For boys under
age 13, the father assumes
the obligation regardless of
whether he happens to be the
first born.
Why is the fast required?
Since the first born of Israel
were spared from the last
plague, in which all Egyptian
firk born were slain, this
fast is assumed as a service
of dedication or being spared.
When is the required date
to fast? Erev Pesah, Monday,
April 16.
Alternative to fasting: The
first-born may join in a feast
for the performance of a re-
ligious duty (Seudat Mitzva)
on the day which would ab-
solve him from fasting. Every
first-born male is, therefore
urged to attend the morning
services at which time the
rabbi will conduct a siyum,
completion of a talamudic
tractate for this purpose.
PROSCRIPTION AGAINST
HAMETZ
Throughout the eight days
of the festival, we abstain
from eating any "hametz" or
leaven. Hametz is a ferment-
ed mixture of one of the five
types of grain, (wheat, rye,
spelt, barley and oats). Foods
about which there is even a
suspicion of hametz should
not be used, for the minutest
amount of hametz renders an
entire product unsuited for
Passover use, said the Vaad
statement.
Food or drinks made from
the five types of grain, such
as beer and whiskey, are sub-
ject to the laws of "hametz".
All articles made of flour
such as matzo, cakes, maca-
roons, etc., require reliable
endorsement by a properly
ordained Orthodox leader. No
one else is qualified to pass
on Jewish Law. Endorsement
is also required or candy, soft
drinks, wines, liquors, canned
food and dried fruits. All
fresh vegetables may be used
except rice, millet, peas and
beans, said the Vaad.
SEARCH FOR HAMETZ
The entire house should be
thoroughly cleaned during
the weeks before Passover.
Dishes and utensils not used
for Passover should be thor-
oughly scoured and cleansed,
then hidden in a separate
room or closet and fastened
with twine, said the Vaad.
The evening 'before the ac-
tual beginning of the festival,
equipped with a lighted can-
dle, the search for bread
crumbs is conducted. The
crumbs are gathered up and
burned with any other re-
maining hametz the follow-
ing morning.
Time for formal search:
Sunday, April 15, IMMEDI-
ATELY AFTER DARK.
A store or office must also
be cleaned before Passover,
and the search should be
done there too.
SELLING OF THE HAMETZ
Any hametz owned by a
Jew during and beyond the
week of Passover is forbid-
den for actual use or any
benefit. It is therefore, im-
perative that everyone sell
whatever "hametz" is in his
possession when Passover oc-
curs, with an option for re-
buying when the holiday is
over.
Last time for eating ham-
etz, 9:30 a.m. Final time for
selling and burning hametz,
10:30 a.m.
MUSTS FOR THE SEDER
Hagada: We are obligated
on the first two nights of
Passover to relate the mir-
acles of our deliverance from
Egypt, as it is related in the
traditional Hagada.
Matzo: It is incumbent up-
on every Jew to eat 'matzo on
the first two nights. The pre-
scribed amount is a little
more than 3/4 of the regular
machine matzo. Those who
are unable to eat dry matzo
may soak it in wine or other
Passover beverages, but not
in boiling water.
Four cups of wine: The
amount of each cup should be
at least VA ounces. More
than half of the amount must
be drunk at one time with no
interruption. Those who can-
not, for health reasons drink
wine, may use kosher grape
juice for that purpose.
Bitter herbs: We are obli-
gated to eat bitter herbs, at
least seven-tenths of an ounce
The bitter herbs may consist
either of horse radish or ro-
maine lettuce, thoroughly
cleaned.

Civic Center, a 3,500-seat
sports arena that will also
serve as a center for mass

The first sports event was
a basketball and volleyball

OEO Head Says He Will Review
Affirmative Action Directive
NEW YORK — The head
of the federal Office of Eco-
nomic Opportunity has told
a national Jewish agency he
is "in full agreement" with
its criticism of an OEO af-
firmative action directive
and has ordered a review and
"appropriate modifications."
At issue were three sec-
tions of OEO Instruction

attention last month by Ar-
nold Forster, general counsel
of the Anti - Defamation

In a letter to Howard
Phillips, acting director of
OEO, Forster pointed out
that the directive required
the use of proportional rep-
resentation in hiring of speci-
fied minorities and recipients
served. It also required giv-
ing preference to minority-
owned contractors and sup-
pliers.
Forster said that the rec-
ommendations, which did not
take need or merit into ac-
imposition of ethnic quotas
which are contrary to our
Constitution and traditions.
Justice to groups cannot be
based on injustices to indi-
viduals."
In his response, Phillips
said the policy directive was
circulated prior to his desig-
nation as acting director. He
told Forster that "it has not
and will not be approved as
a final document." Phillips
said he had turned the matter
over to an aide "to review
the concerns conveyed and
propose appropriate modifi-
cations."
