Many, like the Soviet Jews, have suffered, have sacrificed, have waited years. Now they come seek- ing a new life. No, we can't give them peace. But we can honor their courage. We can pro- vide for their basic human needs—housing, education, job training, health care. We must help them as they build new lives . . . as they claim their heritage.
