10 per cent (of those who
left) had to pay something."
In reality, the , NCSJ said,
"the imposition of a retro-
active ransom , tax last
August, for those who leave
the Soviet Union, has already
cut down the number of edu-
cated -- Jews permitted to
leave by more than one-half
—from over 20 per cent in
the first part of 1972 to less
than 10 per cent in the last
six months."

Kremlin Denounces AJC
Travel kit as Anti-Soviet
NEW YORK (JTA) — The

Kremlin has denounced as
"anti-Soviet propaganda" a
briefing kit for travelers to
the USSR — subtitled "How
to Find and Meet Russian
Jews" — published by the
American Jewish Congress,
the organization revealed.
•The propaganda charge
was contained in an article
entitled "Boomerang of Zion-
ism" published in the inter-
nationally circulated Soviet
weekly New Times.
Phil Baum, associate ex-
ecutive director of the Amer-
ican Jewish Congress and co-
author of the 32-page man-
ual, said that the New Times
article had "totally misrepre-
sented the purpose and con-
tent of our briefing Mt."
In publishing the briefing
kit, he said, "the American
Jewish Congress expressly
warned readers against any
conduct that could possibly
be construed as illegal under
Soviet law, or as provocative
in terms of Soviet policy.

Mrs. Markish: Don't Fear
to Campaign for Freedom
NEW YORK (JTA) — Mrs.

Esther Markish told Ameri-
can Jews not to worry about
the possible consequences for
Jews in the Soviet Union
when they campaign for the
freedom of those Jews to
emigrate and for the release

of Jewish political prisoners.
"We are not afraid and
you must not be afraid for
us," the widow of Peretz
Markish told 1,000 persons
attending a meeting of the
Congress for Jewish Culture
at the Statler-Hilton Hotel.
Mrs. Markish, 61, whose
husband was executed with
20 other Soviet - Jewish
writers and intellectuals in
Moscow's Lubianka prison
on Aug. 12, 1952 — the be-
ginning of the Stalin purge
of Jewish intellectuals and
cultural leaders — was pre-
sented with the Atran Lit-
erary Award of $1,000 in
memory of her husband. The
presentation was made by
Isaiah M. Minkoff, vice presi-
dent of the Atran Founda-
tion.
In Boston, Rabbi Samuel
Kenner, chairman of the So-
viet Jewry Committee of the
Jewish Community Council
of Metropolitan Boston and
chairman of the Committee
on Catholic-Jewish Relations
of, the Archdiocesan Ecu-
menical Commission, com-
mended Cardinal-Elect Arch-
bishop Humberto S. Medeiros
of Boston for his recent
statement criticizing the So-
viet government for exacting
exit fees -from Jews seeking
to emigrate.

State Senator Jack Faxon
(D-Detroit), urged Michigan
congressmen to come to the
aid of Soviet Jews by sup-
porting a proposal to with-
hold loans, grants, credits
and most favored nation
status from countries vio-
lating, international stan-
dards.
"Those of us who are ap-
palled by the flight of Jews
in the Soviet Union and con-
cerned about the prompt,
safe exit of those who wish
to emigrate, cannot sit idly
and permit events to con-
tinue on the present basis,"
said Faxon in a letter to
Michigan's eight Democratic
congressmen.
Faxon is asking the con-
gressmen to support a bill,
to be intrduced by U. S. Rep.
Charles A. Vanik (D-Ohio),
to take such action against
countries who violate inter-
national standards, "especial-
ly through the charging of
exorbitant exit fees for those
citizens wishing to emi-
grate."
"To introduce the bill, Con-
gressman Vanik needs 218
co-sponsors and has asked
the Jewish community for
its active support in attain-
ing this initial goal," said
Faxon.

TEL AVIV (ZINS) — Al-
though the results of Israel's
latest population census have
not been published officially,
it is evident that the so-
called "Oriental" community
now constitutes a majority
of the population.
This is clear from statis-
tics on Israel's armed forces,
which are reflective of the
general population. In 1964,
33 per cent of the army per-
sonnel came from families of
Oriental background; 33 per
cent from Western European
origins; and 7 per cent native
born members of Oriental
families. Only 5 per cent of
the armed forces were chil-
dren of native born.
By 1972, the situation had
been radically altered, with
19 per cent Oriental and 9.5
per cent Western.
A total of 35 per cent were
Sabras born of families with
Oriental background, com-
pared with 34 per cent from
Western families. The num-
ber of native-born in the
armed forces has also risen;
today they represent • almost
74 per cent.

Tourism Minister Kol
Asks El Al Cut Fares
JERUSALEM (ZINS) — Is-
rael Minister of Tourism
Moshe Kol has publicly re-
quested that E rl Al Airlines
immediately lower its fares.
Kol declared at a press
conference, that if El AI is
not responsive, he will ask
the government to insist on
this action, which he regards
as essential to cope with a
"crisis" in the hotel indus-
try.
In the past few months
he said there has been a
fall off in tourism due to the
relative high cost of air fares
to Israel.

TEL AVIV (ZINS) — A
team of U. S. Internal
Revenue agents is reported
in Israel investigating Amer-
icans living in Israel who
are suspected of having fail-
ed to file their U. S. tax re-
turns. -
According to reports, the
American agents rely on Is-
raeli informers who receive
a "reward" of 10 per cent
of whatever taxes are col-
lected, based on information
they supply.
William Weisey, who heads
Internal Revenue Service af-
fairs in the Near and Middle
East, with headquarters in
Rome, is reported as saying
that there may be thousands
of Americans living in Israel
who take advantage of their
change of address by failing
to file and pay income taxes,
as required by U. S. law.

Many folks can tell us so
much about the future, yet
they ...do - so little—past or
present.

• In the letter, released Fri-
day, the Soviet Mission de-
that the JDL demonstrators
"shouted threats, obscenities,
_abuses and insults at the
staff of the Mission" from
the synagogue balcOny.
At the time of the incident,
Rabbi Arthur Schneider of
the Park East Synagogue de-
plored "the invasion and
takeover of our synagogue"
and condemned the irrespon-
sible tactics of the self-
appointed defenders of Soviet
Jewry."
