a Catholic Rebukes an Anti-Israeli

feel some obligation, in fair-
ness to Father Flannery and
in fairness to the cause, to
set the record straight re-
garding the relationship be-
tween Rome and the Bishops'
Committee on Catholic-Jew-
ish Relations. The fact is that
Father Flannery, in his capa-
city as executive secretary
of the Bishops' Committee, is
in frequent and regular con-
tact with the Vatican's Cath-
olic-Jewish Secretariat and
enjoys an excellent working
relationship with its director.
Father Cornelius Rijk. Fath-
er Flannery's position on the
subject of Catholic-Jewish
relations is, in every major
respect, identical with that of
Rijk. His office is working in
complete harmony with the
Vatican Secretariat and not,
as Father Ryan has irrespon-
sibly charged, in opposition
to Rome.
On the other hand, to my
Personal knowledge, Father
Ryan and his supporters in
this country have had little
or no contact with Father
Rijk's office and, in fact,
seem to go out of their way—
quite consciously and deli)).
erately—to avoid meeting the
staff of the Secretariat in
Rome. The reason for this, I
think, is very simple: They
know perfectly well that the
Secretariat doesn't agree
with their position on Cath-
olic-Jewish relations. It's
strictly their own business, of
course if they want to avoid
the Roman Secretariat, but
find it rather contemptible
that they should then turn
around and try to drive a
wedge between Father Flan-
nery and Rome when In fact
Father Flannery, as indicat-
ed above, just happens to be
not only a close personal
friend of Father Rijk but his
most intimate collaborator in
the United States.
Secondly, I find it almost
impossible to understand
what Father Ryan was driv-
ing at when he said, in the
course of his recent speech in
Washington, that "while
Rome has active and sensi-
tive dealings with many
groups, American Catholics
have—with few exceptions—
dealings only or mainly with
American Jews." This is a
faulty and very misleading
comparison. The Vatican, as
an international center, is
obviously expected to deal
with all sorts of international
groups.
On the other hand, the
Church in the United States
is expected to deal only with
those groups in this country
which want ecumenical rela-
tions. The Church in the Un-
ited States—operating through
the NCCB Office for Ecumen-
ical and Interreligious Af-
fairs—deals not only with
Jews, but with Protestants,
Orthodox , non-believers, and
has plans to dialogue with
Moslems and with the vari-
ous Eastern religions.
To say that the Church in
this country doesn't deal with
Arabs for fear of offending
American Jews is to falsify
the record. The Office for
Ecumenical and Interreli-
gious Affairs, as indicated
above, would welcome a con-
tinuing dialogue with Arab
Moslems. The fact Is, how-
ever, that while there are
several million Jews in the
United States, there are rela-
tively few Arab Moslems.
Moreover there is no indica-
tion, as of this writing, that
Moslems and Catholics in the
United States are as yet com-
pletely prepared to enter into
an ongoing dialogue.
Father Ryan also stated in
his Washington lecture that
"if American Catholics think
of Jerusalem primarily in
Christian-pilgrim and Jewish
Heavy Fines May Be in Store
for Israel's Illegal Labor Brokers
JERUSALEM ( J T A) —
Illegal labor brokers are in
for stiffer penalties under a
proposed bill initiated last
week by the labor ministry
to curb the flow of unregis-
tered workers from the 'ad-
- ministered territories into
Israel.
Under a proposed amend-
ment to the Employment
Services Law—soon to be in-
troduced in the Knesset —
persons engaged In supplying
unregistered workers from
the areas of Israeli employ-
ers would be subject to heavy
fines—five times those now
prescribed by law.
Beyond this, the employ-
ers would be fined IL 100
($25) a day for each worker
who is kept on the job. Any-
one operating a vehicle car-
rying unregistered workers
to an employer can be con-
sidered ■
as violating the law
unless he can prove his pas-
sengers have been referred
by an official labor exchange.
Meanwhile, Aharon Sasson,
secretary of the Jerusalem
Construction Workers Union,
charged that Arab subcon-
tractors from the West Bank
are competing unfairly for
building Sobs IN the capital.

of these contractors are

workers available to Jerusa-
lem builders. Because they
don't enjoy the social bene-
fits and protection afforded
by law, they work for less
money and thereby harm the
organized workers, Sasson
said.

are 9,000 Arab workers from
the West Bank and the Cara
Strip working in Jerusalem.

difficult to understand what
he was driving at in this con-
text. The "Palestinian-Jew-
ish" dichotomy is political,
not religious. There can be
and hopefully there will he
dialogue between Roman
Catholics and Arab Moslems,
but there can be no ecumen-
ical (as opposed to political)
dialogue between "Palestin-
ians" and Roman Catholics.
Father Ryan is billed on
the lecture circuit as an ex-
pert in the field of Arab cul-
ture. So be it If that's his
last, I think he ought to stick
to it and stop meddling in the
field of Catholic-Jewish rela-
tions in this country. his
knowledge of the latter sub-
ject is extremely limited (af-
ter all, he lives in Lebanon,
not in the United States) and
his point of view is notorious-
ly one-sided—so much so in
fact that, to my certain know-
ledge, he has lost all credi-
bility with the Jewish com-
munity in the United States.
This being the case, the
less he says about Catholic-
Jewish relations in the Amer-
icas context, the better it will
be for all concerned.
