ORT Proposes High School for All

in Israel; Haber Re-Elected President

NEW YORK (JTA) — A
record budget of $28,912,000
was voted by 1,000 delegates
attending the 51st annual
national conference of the
American ORT Federation.
The budget is the largest

in the organization's history
and reflects an increase of
$5,000,000 over 1972 expendi-
tures. It will finance stepped-
up programs of educational
and vocational training for
some 70,000 adults and young
people in 21 countries, in-
cluding Israel.

In addition to its vocational
and educational activities de-
signed to meet the needs of
overseas Jewish communi-
ties, ORT will continue to
provide technical assistance
in cooperation with the Agen-
cy for International Develop-
ment (AID), and other gov-
ernmental and intergovern-
mental agencies, to African
countries south of the
Sahara, including Mali, Ken-
ya, Guinea, Niger, Ivory
Coast and Zaire.
As an example, Dr. Haber
cited the training progarm
to develop technicians and
skilled
workers for road
construction repairs and
maintenance in the Republic
of Zaire, where there -are
presently 35 ORT teachers
and technicians employed in
five training centers in pro-
vincial capitals.
Cost of this program, which
is financed through a U.S.
loan to the Republic of Zaire,
is estimated at just under
$6,000,000.
Citing the American ORT
Federation's "productive as-
sociation with the Agency for
International Development,"
a message to the annual con-
ference from President Nixon
expressed his "continuing ad-
miration" for ORT's "useful
and compassionate work."
The President's message
to the ORT delegates con-
tinued, in part: "I warmly
applaud your sustained hu-
manitarian accomplishments
and recognize in the spirit
that motivates them an ex-
ample for all to imitate."

Israelis Plan Aid
for Quake Victims

JERUSALEM (JTA) — A
team of Israeli experts will
go to Managua, Nicaragua
shortly to formulate plans to
aid the victims of the earth-
quake that devastated that
city last month, the foreign
ministry announced.
The mission will be headed
by MK Aria Eliav and sev-
eral other experts who work-
ed with him on earthquake
relief in Iran 10 years ago.
The Tahal water planning
company plans to send an
expert of its own, Aria Pa-
tranis, who will leave for
Nicaragua early next week.
Ile will be accompanied by
several other Tahal execu-
tives, including Rafael Gure-
vitch who was a deputy to
Eliav in Iran and in a re-
gional development scheme
in Israel's Lachish region.
Before going to Nicaragua.
Eliav will be serving on be-
half of he Knesset as an ob-
server at the inter-parliamen-
tary conference on European

security in Helsinki, Finland.
