leged attempts by the JUL
to smuggle arms out of Is-
rael for a private war on
Arab terrorists in Europe.
Tile other concerns Ka-
hane's letters to Arab fam-
ilies on the West Bank de-
manding that they get out of
the country because it be-
longs to the Jews.
A senior official of the
ministry of justice told the
JTA that Kahane probably
would be charged under the-
sedition laws for writing the
letters.
He said the sedition laws,
which are part of Israel's
criminal code, preclude sow-
ing hatred between different
sections of the population.

World Air Strike

NEW YORK (JTA) - The
American Jewish Congress
has called on the Internation-
al Federation of Air Line
Pilots Association (IFALPA)
to abandon plans for a world-
wide strike and launch in-
stead a "selective stoppage"
against countries that give
haven to hijackers.
In a letter to Capt. Ola
Forsberg, IFALPA president,
the congress stated that "the
whole point of withholding
services is lost if it is indis-
criminate and worldwide in
scope, and if it is maintained
for only a brief period."

What is needed, the letter
added, "is a publicly pro-
claimed, rigorously retorted,
industry-wide policy to re•
fuse to fly to any conotry"
that refuses to cooperate In
the prosecutloa and punish-
ment of hijackers.

"Anything less than this
serves to punish innocent
states along with those who
are culpable, and offers no
Incentive for governments to
comply.
