Gen. Harkabis 'Arab' Attitudes Toiiarclisraer
Serves as Guide for Realistic M . E. Approaches

Even in Arab ranks, there
are few scholars as thor-
oughly knowledgeable about
the conditions and attitudes
in the Arabic world as Is-
raeli General Yehoshaphat
Harkabi, former chief of in-
telligence in Israel.
Having mastered Arabic,
it is an established fact that

Harkabi has read nearly
every book written in Arabic
on the question of the Middle
East, Israel and the Arab
aims in the war against Is-
rael.
Therefore Harkabi's "Arab
Attitudes Toward Israel,"
published by Hart Publishing
Co., rates as a major work
describing the philosophy of
hatred that stems from Is-
rael's neighbors.

Harkabi points out that the
Arabs "see Israel as so vile
that she deserves no lesser
penalty than extinction." It
Is as fomenters of such aims
that Israel must view the
enemies she confronts. And
the Harkabi volume portrays
the attitudes of the Arabs in
all their gruesomeness. Ile
draws upon available evi-
dence to show that it Is not
the masses of Arabs who are
propagating Israel's destruc•
tion but the foremost authors
and public officials. Typical
examples are these views:
Abdel G•mal Nasser: "Arab
unity means the liquidation
of Israel." Ahmad Said, di-
rector of Cairo Radio: "The
collapse of Israel Is the hope
In which we live."

golden age in peace. He
warns
against overconfi-

dence. A realist, in view of

his experiences in handling

the Arab issues for Israel
and his studies of existing
threats, Harkabi points to
the dreamland of the Arabs
which draws them into fan-

tasies that overshadow real-
istic approaches.

Irarkabi's book, written as
a thesis for the doctorate he
received from the Hebrew
University, and published in

a translation by Misha Lou-

vish, does not denigrate the
Arab feelings. He suggests

Israel this one also has a
positive side, as a stimulus

to greater cohesion and unity,
while for the Arabs it means
nothing but
loss. If they

In Gen. Ilarkabi's "Arab
Attitudes Toward Israel" we
have a major guide fur un-
derstanding of the Arab
mind. It is a realistic anal-

ysis of a very serious situa-
