Arab governments' funda-
mental attitude toward Is-
rael, their apparent longing
for Israel's downfall, their
resort to and identification
with means, even such as
savage terrorism, that envis-
age Israel's ultimate destruc-
tion and the indiscriminate
slaughter of its people."
Ambassador Tekoah was
the second speaker as the
General Assembly began its
annual debate on the Middle
East. He followed Egyptian
Foreign Minister Mohammed
Et-Zayyat.
EI-Zayyat reminded the
United Nations that it has
the authority to end Israeli
"aggression" and "establish
peace by the force of the
law" — up to and including,
if necessary, expulsion of
Israel from the world organi-
zation.

restore the just peace we
want and to uphold the basic

Palestine partition, Dr. Zay-
yat excoriated Israel for
having "usurped and occu-
pied" Arab lands and for
using them "as bases for the
action of the Israeli jets and
tanks and guns against the
population in Syria and Leb-
anon."
Israel's attempt to create
"new facts" in the territories
with the aid of "psychologi -
cal terrorism" must be "de-
clared illegal," military aid
to Israel must be barred "as
long as it illegally occupies
our lands," and there must
be "a just and equitable
settlement for the Palestin-
ians," the Egyptian envoy
said.
Israel, acting through Its
diplomatic missions abroad,
had cautioned various gov-
ernments against supporting
expected Arab moves to push
extreme anti-Israel resolu-
tions at the General Assem-
bly,
Israel was particularly con-
cerned over expected Arab
efforts to amend the Secur-
ity Council's Resolution 242.
Israeli diplomats in world
capitals are reportedly stress-
ing that any changes in Res-
olution 242 could well prompt
Jerusalem to withdrew its
endorsement of that docu-
ment.
In his speech, Tekoah said
"Another obstacle to peace
is the Arab governments'
view that there might be no
need for them to work out
an agreement with Israel,
that it might be possible to
impose on Israel a solution
in accordance with Arab
terms." He charged that
"thus far the Arab states
and , in particular. Egypt.
have adamantly followed this
course."
Tekoah accused Egypt of
being "the principal support-
er of Arab terrorism," and
like the Libyan regime "it is
doing all it can to prevent ,
peace."
Tekoah reinterated that
"the government of Israel
is ready to negotiate peace
without any preconditions, in
accordance with the princi-
ples expressed in its official
statements, including the
statement in this year's gen-
eral debate.
"The government of Is-
rael is prepared to engage in
proximity talks on an agree-
ment to reopen the Suez
Canal, as proposed to it, said
Tekoah. "I am also authorized
to reiterate that Israel does
not seek to freeze the exist-
ing situation or to perpetuate
the cease fire lines but to
replace them in peace with
secure and agreed boundaries
to be established through ne-
gotiation with each of its
Arab neighbors."
He called on the assembly
to reject "controversial one-
sided resolutions."
Nations Propose Treaty
Aimed at Global Terrorism
UNITED NATIONS — A
treaty to curb international
terrorism has been proposed
by eight countries, who asked
that the draft be ready for
adoption in one year.
The eight countries, Italy,
Japan, Canada, Belgium,
Costa Rica, Australia, New
Zealand and Nepal, present-
ed to the General Assembly's
sixth (legal) committee a
compromise plan containing
much of an earlier American
proposal and suggestions
made in debate by the Soviet
Union and some nonaligned
countries.
A large group of Arab
Asian and African countries
prepared a rival resolution
that would put off measures
against terrorism until the
"underlying causes" could
be studied.
The U.S. delegation Is pro-
posing a diplomatic confer-
ence to meet early next year
to conclude a treaty on ex•
tradition and punishment of
terrorists who involve other
countries and innocent vic-
tims.
But American officials re-
gard as positive the Soviet
suggestion, contained in the
eight-nation plan, that the
treaty be prepared by the In-
ternational Law Commission,
a body of distinguished jur-
ists.
In conjunction with the dis-
cussion, the ambassador of
the Democratic Republic of
Yemen,
acting "upon in-
structions from my govern-
ment," sent Secretary Gen-
eral Kurt Waldheim a letter
from Yassir Arafat, chair-
man of the executive com-
mittee of the Palestine Liber-
ation Organization, and ask-
ed Waldheim to circulate it
among member United Na-
tions states.
The extraordinary move
asking that a letter by a ter-
rorist leader be circulated
was made by Ambassador
Abdul Malek Ismail.
The letter assailed Israel
for "pursuing their coloni-
zing objectives through the
use of institutionalized ter-
rorism."

officially announced that it
is ready to support and sign
any international agreement
against air piracy of planes
to Arab states or Cuba.
