Friedman, who directs the Haifa Documentation Center on Nazi Crimes, turned the correspondence over to a friend who relayed it to the secret service. The latter ultimately kidnaped Etch- mann to Israel — aboard a plane carrying Foreign Min- ister Abba Eban, who was unaware of what was occur- ring. The Israel government re- fused to pay Dr. Hermann the $10,000, contending the offer had come from Fried- man, not from the govern- ment. Friedman admitted this but said the government didn't want to pay up because it.would have been an admis- sion the secret service had greatly helped in Eichmann's apprehension. Dr. Hermann, in an angry letter to Prime Minister Golda Meir last year, de- manded the reward. Fried- man, whose reputation went into decline after Eichmann's capture, finally succeeded in his appeals after 12 years. The government asked him not to publicize the reward settlement, but Friedman re- fused.
