The highway has been the scene recently of several fa- tal accidents. The students claimed that the authorities had promised to construct bridges, but so far none have been built. Israel-Saigon Ties Are Moving Ahead JERUSALEM (JTA)—For- eign ministry sources said that contacts were proceed- ing with the government of South Vietnam with the view to establishing diplomatic relations between Jerusalem and Saigon.
