corded Irwin 1. Cohn Dec. 6 at a banquet in Cobo Hall,

St. Louis Bodies Unite

ST. LOUIS (JTA) — The
Board of Jewish Education
and the Central Agency for
Jewish Education, separate
local constituents of the Jew-
ish Federation of St. Louis,
have been merged into a
single local Jewish educa-
tional organization, function-
ing as the Central Agency
for Jewish Education.

Marvin Mandel of Maryland
said here that he thought the
Rogers Plan "as a plan is
practically dead in the U.S."
lie said the administration
had no wish to pursue it and
was instead dedicated to
bringing about direct nego-
tiations between the parties.

Mandel indicated that he
expected Secretary of State
William P. Rogers to be re-
placed during President Nix-
on's second term.
The Democratic governor,
who is chairman of the Na-
tional Governors Conference,
was visiting Israel as the
head of a 105-member group
offinited Jewish Appeal con-
tributors from Maryland, in-
cluding Baltimore Ma y or
Donald Schaeffer.

Mandel dedicated a road
from Mitzpe Ramon in the
Negev to a Tel Aviv Univer-
sity observatory nearby
which was built by the Jew-
ish National Fund with a
$250,000 donation from con-
tributors in Maryland. Man-
del dedicated a JNF forest in
his name. .

Mandel, former chairman
of the Democratic Governors
Conference, told the Jewish
Telegraphic Agency that he
did not believe that Israeli
statements prior to the U. S.
presidential elections, which
seemed to favor Mr. Nixon's
re-election, constituted undue
interference.
He said he detected no re-
sentment of Israel among
Democratic Party leaders.
