In an experimental project,
the ministry has hired 220
young people, mostly stu-
dents, to spend four hours a
d a y patrolling Tel Aviv
streets looking for traffic vi-
olators. They have full au-
thority to issue tickets to
anyone found breaking traffic
laws. Noting the "significant
decline" in traffic accidents
in the Tel Aviv area, Yaacobi
indicated that plans are un-
der way to enlarge the pro-
gram so that 500 youngsters
are signed up as traffic pa-
trollers in the Tel Aviv area.
Within two years, the project
may be expanded to include
Haifa and Jerusalem, but
Ministry officials concede
that police officials have re-
sisted too swift an expansion
of the program in order to
evaluate its impact upon one
major traffic region.

deal with this, traffic special-

various city streets to test

prospect that the major ci-

that form the major arteries
through their downtown sec-
