JERUSALEM — The eco-
nomic prosperity of the popu-
lation in the administered
areas is possibly the main
reason the state of Israel
has thus far failed to take
any substantial initiative to
solve the problem of the 250,-
000 inhabitants in the refu-
gee camps in the Gaza Strip
and the West Bank.
It may seem that, with the
economic affluence, the prob-
lem of the refugees in the
areas is gradually solving
itself. Inhabitants of the
camps were among the first
to enjoy the advantages of
work in Israel, the relatively
high wages, and often the
possibility to learn a trade.
A family of refugees liv-
ing in overcrowded and poor
conditions in a congested
camp can nowadays earn a
monthly income of 2-to-3,000

when three to four of its
members go to work every
day.
