British Compromise
Would Aid Israel in
Common Market

LONDON (JTA) — Britain
has proposed a compromise
for trade relations between
the European Common Mar-
ket countries and the Medi-
terranean countries that
would meet American objec-
tions to the establishment of
Mediterranean free trade
zones, a development ardent-
ly sought by Israel.

The compromise was pro-
posed Tuesday by Foreign
Secretary Sir Alec Douglas-
Home at a meeting in Brus-
sels of the foreign ministers
of the nine Common Market
countries.

Foreign office circles told
the Jewish Telegraphic
Agency Monday that the
U. S. had registered "sarong
objections" to the free trade
zone concept. The U. S. ar-
gued that it was bound to
reduce American exports to
the participating countries
because they would buy from
Common Market countries at
savings of up to 80 per cent.

timent on an international

In "The Energy Crisis," to
be published today, the au-
thors cite statistics reveal-
ing that the U.S. has under
a 30-year supply of gas at
present growth rates, under
a 15-year supply of oil, and
1200 to 300 years worth of
I coal.
They predict permanent
curtailed heating and air-
conditioning in shopping cen-
ters, theaters and restau-
rants by 1975, government
ccntrol of key industries by
1577 and gasoline rationing
by 1980.
The authors point out that
Russia far surpasses all
other countries in timber,
water, iron, coal and min-
erals, while the Middle East-
ern nations will soon be able
to put oil up for auction to
the highest bidder. With their
oil money, the Arab world
will be able to purchase
technology.
As a purchaser of oil on
the other hand, the United
States will suffer increas-
ingly from a severe balance
of trade and payments prob-
lems, they say.

Sir Alec's compromise
solution calls for the division
of the trading group into two
parts: one consisting of the
nine EEC members plus
Spain, Portugal, Turkey,
Malta and Cyprus; and the
other of Israel, Lebanon,
Egypt, Morocco, Tunisia and
Algeria.

The latter group would be
released from their recipro-
city so that American goods
can compete on their mar-
kets.

cluded Libya from his plan.

Draft Fight Is Lost

JERUSALEM (JTA)—The
daughter of the rabbi of
Moshav Beit Yosef w a s
drafted last week into the
army and assigned to teach
at a primary school near
her home.
Sarah Barazani had fought
for an exemption on religious
grounds, but she lost her bid
to the Supreme Court re-
cently.
The court felt that the girl
did not ha v e sufficient
knowledge of Jewish cus-
toms and did not dress ap-
propriately for a religious
woman.
Miss Barazani will be ex-
empt from wearing an army
uniform, and she will be able
to sleep at home each night.

Bribes, Kickbacks
Charged Against
State-Owned Firm

JERUSALEM (JTA) —
Gahal and the Free Center
faction planned to present
new motions of no confidence
in the government to the
Knesset in connection with
alleged scandals in the oper-
ations of the state-owned
Vered water resources de-
velopment company which
has incurred major financial
losses.
A motion of no confidence
by Gahal and other opposi-
tion factions on the Vered
issue was decisively defeated
by the Knesset last week.
Gahal leaders called a
press conference to charge
that Vered had paid out some
$6,000,000 in bribes in order
to secure contracts in Africa
and elsewhere and that some
of the money was kicked-
back to Israeli officials by
the recipients.
Dr. Yohanan Bader, Ga-
liars ecenomic spokesman,
charged that Agriculture
Minister Haim Gvati, who
Is responsible for Vered, was
evasive in his replies to
questions during last week's
Knesset debate on the sub-
ject of bribes.
Simha Erlich of Gahal said
his faction was urged by
Gvati not to raise the bribe
issue publicly because of the
damage it could do to Israeli
interests in Africa. "We re-
fused to agree to the minis-
ter's plea," Erlich said.

TEL AVIV (JTA)—A ma-
jor regrouping in the leader-
ship of the National Religious
Party, Israel's second largest
political f a c t i o n, emerged
from the r esults of last
week's election of delegates
to the NRP convention.
The "Unity and Change"
faction headed by Dr. Yitz-
hak Rafael, a former deputy
minister and chairman of the
NRP's Knesset faction, dis-
placed the Center List head-
ed by Religious Affairs Min-
ister Dr. Zerach Warhaftig
as the second strongest group
within the NRP.
The Lamifneh faction head-
ed by Interior Minister Yosef
Burg and Welfare Minister
Michael Hazani retained the
top position in the party
hieracrchy by winning 29 per
cent of the voles, which will
give it 212 seats at the con-
vention.
Tied for second place were
the Rafael faction and the
Youth List headed by Knes-
set members Zevulun Ham-
mer and Yehuda Ben Meir.

Lansky Is Released

MIAMI — Reputed under
world figure eyer Lansky was
released Tuesday on $650,000
bond after his arrest by FBI
agents.
Lansky, 71. recently was
denied asylum in six coun-
tries. after his deportation by
Israel. With his arrival at
Miami International Airport
he immediately was taken
into custody and to the FBI

office. A Justice Department!
official said Lansky -did not
return voluntarily" and thus!
warranted a ! heavy bond.

Dr. Warhaftig's list ran a
poor third with 12 per cent
of the votes and 90 seats. Of
the three other contesting
factions, the Moshavim
(small holders) list won 10
per cent and 6'7 seats; the
Sephardic list, headed by
Knesset members Avner Sci-
aky and Daniel Levy, was
tied for last place with the
Religious Kibitz List. Each ,
won 3 per cent of the votes
and are each entitled to 20
seats at the convention.
As a result of the elections,
the Warhaftig list, which has
six seats in the present Knes-
set, will be allotted only two
in the next Knesset provided
that the NRP retains its pres-
ent strength in next year's
general elections.

W. Bank Pay Is Up

JERUSALEM — The mili-
tary government, the largest
single employer on the West
Bank, announced 28 per cent
salary increases for 9,300
Arabs in the Judea and Sa-
maria regions. The largest
group to benefit from the
raises will be 6,000 teachers.
